A couple of very minor adjustments: On item 2: I believe the access at MP 2.18L is onto tax lot 4900 On item 6: I am not positive how ODOT obtained this particular RO.W. but typically RO.W. reverts to the original owner (most often the abutting owner) when it is vacated. So 1 would say that we are interested in the land, rather than particularly interested in purchasing it. Destin, thanks for emailing the below attached Site Plan Revi~w document~. . They appear to coincide 'with the package I received from the City for the July 28, 2009 Development Review Committee Meeting. . However, the current site plan that you've submitted with ODOT Approach Applicatiohs10395 &. .10396 shows the closure of the driveway fronting lots 4600/4700. This is the site plan we reviewed at our, meeting on Thursday, September 10, 2009, at the District 5 Mainienance Office in Springfield, and what ODOT will consider as the official site plan for use during ODOT's application review process. .. Attached is the Meeting Attendance Sheet for the 09/10/09 Application Meeting in Springfield. << File: 09-10-09 Application Meeting.pdf>> The following were the discussions items at the 09110109 Application Meeting: 1. The proposed mixed use residential (MUR) development, Afiya Apartments, abuts the westbound couplet of the McKenzie Highway #15, OR126, also known as Main Street, and within the jurisdiction of the City of Springfield. The McKenzie Highway is under the jurisdiction of the Oregon Department of Transportation. 2. The ApplicantJDeveloper, Destin Afiya, has proposed to use the existing driveway abutting tax lot 4800 & Main Street at mile point (MP) 2.19L as a right-in/right-out only on the one-way, westbound couplet and as the main driveway to the development; to use the existing driveway abutting tax lot 4900 and Main Street at MP 2.18L as a right-in only; and to close the driveway abutting tax lots 4600 & 4700 after full build-out of the development. Vehicular traffic will enter the development through the driveways at MPs 2.18L and 2.19L and exit through the driveway at MP 2.19L and/or through the unimproved 14-foot wide, one-way, eastbound, city platted alley to the north of tax lot 4800. 3. The development will be constructed in three phases and will take an estimated 10 years to complete. The ApplicantJDeveloper stated that upon full build-out the driveway at MP 2.18L will be closed and the driveway at MP 2.19L will be the only highway driveway to the development. ODOT will include the closure of the driveway at MP 2.18L upon full build-out of this development as a condition of approval for the ODOT approach application(s). 4. The Development Review Coordinator, Dennis Santos, from ODOT proposed using the driveway at MP 2.19L as an entrance only and using the driveway at MP 2.18L as an exit only. However, the City, Molly Makarian, indicated that the City's Fire Department was/would be against this type of traffic flow design because of the difficulty for emergency vehicles enteringlexiting the property/development. 5. Based upon photos produced by the ODOT Permit Specialist, Aaron Ketch, the Development Review Coordinator indicated that the sign between the two driveways had to be removed in order to improve driver sight-distance at the driveway(s) and along Main Street. Additionally, all brushlvegetation hindering driver sight-distance will have to be trimmed or remQved. : The- photos also verified that the sign is placed within ODOT right of way and the ODOT Assistant .
