Submitted Concurrently with Site Plan Review or Land Division applications, where applicable. A site plan minor modification review has been completed for the proposed project. See case number DRC2007-00074. In the application for this minor modification it was stated that a tree felling permit would be applied for if required based on final site surveying. This application is being based on the findings of that survey. Application Fee - refer to the Development Code Fee Schedule for the appropriate fee calculation formula. Copy of a Preliminary Title Report issued within the past 30 days documenting ownership and listing all encumbrances. This was addressed with the minor modification application and is not included herein. Narrative explaining the proposal and any additional information that may have a bearing in determining the action to be taken, including findings demonstrating compliance with the Tree Felling Permit Criteria as specified in SDC 5.19-125 (see page 4 of this application). NOTE: Before the Director can issue a Tree Felling Permit, information submitted by the applicant must adequately support the request. All of the Tree Felling Permit Criteria must be addressed by the applicant. Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. In certain circumstances, it is advisable to hire a professional planner or land use attorney to prepare the required findings. The Director or the Public Works Director may require the applicant to provide the services of a professional forester (approved by the City), licensed hydrologist, or licensed landscape architect in order to address the standards in SDC 5.19-125 for undeveloped property greater than 10 acres in size or 15% slope or above an elevation of 670 feet. The Eugene Water & Electric Board is undertaking an expansion of their Water Filtration Plant. See Minor Modification Case Number DRC2007-00074. As part of this expansion filter backwash system will be improved and filter to waste recycle system will be constructed. These improvements require the construction of two pipelines and an equalization tank. These are shown on the attached Drawings C2, C4, and C19. . The locations of the pipelines and tank require the removal of numerous trees which are shown on attached Drawing C4. Alternative alignments and locations were evaluated to minimize this removal, however, due to conflicts with the future Revised 1/1/08 Molly Markarian 40f7 .. . construction of a significant backwash handling facility the proposed location was selected, The proposed pipelines and tank were located to place them near existing constructed facilities, The tank is adjacent to an existing backwash pond and the pipelines are near a recently constructed reservoir overflow channel. The trees to be removed will be replaced with new trees planted in the vicinity of those removed. These are shown on attached Drawing C22. . [gJ The method of tree removal and the hauling route to be used Trees will be removed as part of the specified clearing and grubbing process for the propose pipelines and tank. The hauling wili be incidental to the construction traffic and is anticipated to be through a dedicated contractor entrance road on the site, to Hayden Bridge Road, to Marcola Road. [gJ A description of any plan (Vegetation and Re-vegetation Report) to replace, landscape, or otherwise reduce the effect of the felling that addresses the applicable criteria in SDC 5.19-125.
