I ITEM 2: Minutes Approval
September 2009 minutes were approved as submitted.
I ITEM 3: Land Use Application - 606 D Street
Al Schamber presented the changes that he has made to his first-floor bathroom window. In
addition, Mr. Schamber shared that instead of putting in a ramp for his wife behind the fence, he
will install a lift. To do so, he will have to widen the driveway and establish a new curb cut.
Commissioner Corbin said that a wider driveway is not traditional but we will just note it in the
record as a change. The Commission recommended approval of the proposed modifications to
staff.
I ITEM 4: Commissioner Updates
Commissioner Barbero gathered information for and started preparing her report on the barn on
57th.
Commissioner Corbin worked with Staff Markarian on proposed revisions to the Historic
Overlay District in the Springfield Development Code, and he attended the grant planning
workshop in Independence.
Commissioner Guthrie typed up the minutes from last meeting. She also attended the grant
planning workshop in Independence. In addition, she obtained a list of all houses built in
Springfield from the beginning of time until 1915 from the City's GIS division.

There wasn't any business from the audience.
I ITEM 2: Minutes Approval
June 2009 minutes were not approved because a quorum of members present at the June
meeting was not present at the July meeting.
: lITEM 3: Land Use Application - 606 D Street - McKlin House
Al Schamber presented his request for making changes to his house. Specifically; Mr.
Schamber's wife is unable to access the second level of the house, and so they have
installed a shower in the first floor bathroom. The installation of the shower has affected
the functionality of the bathroom windows. The property owner requested .approval"for
replacing the three bathroom~indows with .one window. (wood, not vinyl). With the
'proposed changes, the header would be in the same 'molding, and the window would be
24" wide by 22" high. Currently, the three windows measure 32" wide by 22" high. The
single window. could be made as small as 17" wide. Commissioner Tuttle asked if the
property owner would consider a casement yvindow instead (2 windows with a mullion in
between). Mr. Schamber was receptive to this idea. Mr. Schamber is also developing
plans for creating wheelchair access to the house for .his wife. The ramp would be
located along the side of the house, behind the front gate. Both changes would require a
Type II Application. Staff Jones recommended that Mr. Schamber apply for both
changes at once to save on costs, but the timing of the projects may be such that two
separate applications will need to be submitted. Tbe Collll11ission gave tentative approval,
for a casement window to replace .the three bathroom windows pending receipt of
drawings prior to fmal approvaL

I ITEM 4: Commis~ioner Updates

Commissioner Gut rie said that she will complete the website update by the end of
September. She re ested that staff contact former Commissioner Tomblin regarding the
photos she has of e historic homes in the Washburne District for the scroll bar on the
website. She also s . d that she would like to meet with staff to fill in some of the gaps in
the text of the websi e. Commissioner Guthrie has also spent some time researching the
Willamette Heights a ea. She has created a list of the houses in the area and is now doing
an informal survey WI h pictures and details on each property.
Commissioner Barber said that she reviewed the City's files on the Goodwill Building
on Main Street that DCO recently purchased. Liz Carter prepared a draft National
Register nomination i the 1990s. The Goodwill Building was designed by John
Hunzicker. In reviewin Liz's work and conducting her own research, Kerry concluded
that the building would ot be eligible as an individual building because of the changes
that have been made. St Markarian asked if anyone could give us an estimate of the
restoration that would eed to be undertaken for the building to be eligible.
Commissioner Gill said t we could ask Joy Sears. Since John Hunzicker designed
several buildings in Eugen and Springfield we could look at submitting something with
Eugene for a multiple-prope listing.
Commissioner Tuttle said th t the plaques are all installed and the owners are excited
about them. Commissione Guthrie asked if we should consider. sponsoring the
installation of more plaques ext year. Commissioner Tuttle said that having the two
plaques next to each other \iowntown creates public interest along Main Street.
Commissioner Barbero said that\we should contact the property owners in several months
to see ifthe plaques have generated public interest.
Commissioner Gill made a prese\tation at the Mohawk neighborhood meeting in mid-
June, and SHPO conducted the survey of the Mohawk neighborhood later that month.
Two property owners expressed Idispleasure about the survey while it was being
conducted. SHPO will take some ti \ e to conclude their findings, but the initial findings
indicate that there are not enough in ct homes to constitute an eligible district. Some of
the issues include replacement sidin and vinyl windows. Also, many of the garages
attached to the homes have been con . rted into additional living spaces. Interestingly,
carports that were part of an original pia can be filled in and still be considered intact.
Commissioner VanGordon was not pres t at the meeting. Commissioner Corbin was
not present at the meeting but had repohed via email that he attended the DURAC
meeting and delivered the housing types bro\hlireS to the school district. .
Commissioner Tuttle also attended the ~URAC meeting and reported that the
consultants, Crandall Arambula, presented so~information on the scope of their work
and some initial concepts related to altering tr:_\IC patterns. Rick Williams also made a
presentation about parking. In September, Mr.)Williams will be documenting parking
spaces and usage patterns in downtown.

Physical description of property and statement of historical significance:
Built in 1912, this residence is an excellent example of the Bungalow style as
it developed in the Northwest. It is a 2-story residence characterized by a
low-pitch, multi-gabled rocf; a half-width porch; wide, overhanging eaves,
exp:lsed beams and rafters with projecting brackets supp:lrting large vergeboards; ,
a rough-faced brick foundation; t= exterior chimneys; and a basement. The
exterior is entirely covered by shingles of alternating sizes. Tv.D bays
project fran the east side. Windows are typical Bungalow windows with the front
being llUllti-paned over a large single pane.
The house was designed by Merton McKlin, a praninent builder in the Springfield
area who built several hares including 626 'F' Street and 448 5th Street and
the LO.O.F. building on Main Street in the Downtown. McKlin settled in
Springfield at the turn of the century from Minnesota. He built the house
for his wife, Civility.. The McKlins celebrated their 50th wedding anniversary
in the house and lived there until they died, each at the age of 92 years.
The property still retains its original landscaping including raised garden beds,
a 50' grape arbor, a gold fish p:lnd, fruit trees, and a garage of the same
design of the house.
