1. ELECTRICAL GROUNDING REQUIRED IN NEW FOUNDATIONS:
On new construction, a #4 concrete reinforcing-bar electrode at least 20' in length
shall be installed horizontally and centered in a minimum 5-1/2 inch thick
concrete foundation at the location of permanent service entrance. A second bar,
at least 1/2 in diameter shall be stubbed up a minimum of I2-inches above the

Note: There shall not be any vapor barrier or insulating material installed below
the concrete slab footing. (MDPSC 3-8.2.1 & 2,NEC 250-82(C)).
INSPECTION OF THE GROUNDING ELECTRODE SYSTEM
INSTALLATION IS REQUIRED PRIOR TO PLACING OF CONCRETE FOR
THE FOUNDA nON
2. Porches, carport slabs and concrete steps exposed to the weather, and garage floor
slabs shall have a minimum compressive strength of 3000 psi. Concrete "batch"
trip tickets are to be made available upon request. (Table 402.2).
Foundation concrete for manufactured homes shall have a minimum compressive
strength of2500 psi at 28 days.
3. Provide a minimum of6" of clearance between finished grade and all untreated
wood materials. (INCLUDING SIDING) (R-322. I).
4. The grade away from foundation walls shall fall a minimum of 6" within the first
10'. Drains or other approved means shall be provided to ensure positive drainage.
Except when restricted by lot lines.
5. Ground under building shall be sloped to a low point, and an under floor drain
installed to provide positive drainage from the area under the building. (OTFDC 311.4).
6. Provide 6 mil black polyethylene ground cover, lapped 12" at joints and 12" up
stem walls.
Note: Moisture barrier shall be installed above the foundation slab or pier bases.
7. Provide net free ventilating area not less than I square foot for each 150 square feet
of crawl space area. One such ventilating opening shall be within 3' of each corner.
Vents shall be covered with minimum 1/4" and maximum 1/2" corrosion resistant
wire mesh. See attached Table 3-D (OMDPSC 3-10).
8. Roof storm drains shall be provided to capture roof drainage. Storm drainage shall
be piped to an approved drainage way. Drain lines within five feet of buildings
shall consist of a material approved for use within buildings, such as ABS/DWV or
PVC/DWV. Perforated drain lines used for sub surface drainage need not comply
with this requirement. (OTFDC 801.4 & Table 3811.2)).

10. This property is located in the flood z~~ for ~ Will~t:e River. As such, the

a. The main floor level of the manufactured home shall be a minimum of 18
inches above the base flood elevation (BFE). The BFE for this property is
448.85 ft. above mean sea level, as determined from the FEMA Flood
Insurance Rate Map by our Public Works staff. Please provide this office
with an elevation certificate that is prepared by a properly licensed surveyor,
engineer or architect that verifies the floor elevation is the required distance
above the BFE. The FEMA form for the elevation certificate is available at
this office upon request.
b. The manufactured home shall be secured to a foundation support system
that is:
I. Installed on positive connection piers and anchored with approved
ground anchors;
2. Supported on and secured to an approved foundation wall;
3. Attached to an approved structural skirting system; or
4. Designed by an Oregon professional engineer or architect and
approved by this office prior to installation of the system.
c. If any portion of the masonry skirting for the crawl space is located below
the BFE, the required ventilation openings in the skirting shall be increased
to Is.f. for each 100 s.f. of crawl space area, and the bottom of the openings
shall be no higher than 12-inches above the ground.
