A. All walls separating heated space from unheated space. including walls located below grade, shall be insulated as mentioned in Comment #2 of the original plan review comments. As a clarification, insulation is not required for wall areas that are located comoletelv below the lowest insulated floor of the dwelling. See the attached Oregon Office of Energy brochure for basement wall insulation guidelines. B. See attached handout sheet on Cripple Wall Requirements for the State of Oregon. Where stepped cripple walls occur, and the height of the cripple walls varies more than 4 ft., the requirements of Figure R602. 11.3, as shown on the handout. shall apply. C. Delete note # I of the original plan review comments, since no occupied areas will have a concrete floor. D. Ground under building shall be sloped to a low point, and an under floor drain installed to provide positive drainage from the area under the building. (R-311.4). E. Provide minimum under-floor access opening of 18" x 24". (R-409.2). F. See attached handout drawing for foundation drain requirements. G. Provide net free ventilating area not less than 1 square foot for each 150 square feet of crawl space area. One such ventilating opening shall be within 3' of each corner. Prescriptive insulation requirements for basement walls All prescriptive paths require basement walls to be insulated to R-21. The code also refers to basement walls as "bclow- grade walls." Insulation for below-grade walls must extend from the bottom of the above-grade subnoor to the top of the below-grade finished Ooor. The entire wall. including the rim joist area, must be insulated. This is a significant change from previous energy code, which required insulation only to 12 inches below grade. The energy code specifics required R-valucs, not products. Any insulation product or combination of insulation products that meets the installed R-value requirement is acceptable. If a prescriptive path is used for code compliance, only R~ and U-values in that prescriptive path may be used. R- and U-values in one path may not be mixed \Nith R- and U~values in other paths. R- and U-value standards may be exceeded. Basement wall insulation requirements apply only to heated basements. For unheated basements, the floor bctween the home and basement must meet floor insulation requirements. If heating is latcr installed in an unheated basement, wall insulation must be added. Uncovered basement walls should be insulated with fire-rated faced batts, not kraft-faced batts. Section drawings or written specifications that accompany the plans must indicate basement wall R-value. R.21 basement wall insulation options Typically. the R-2l basement wall insulation re. quirement is met by framing an interior finish wall and installing R-21 high density batt insulation. The wall frame may be 2x4 or 2x3. To keep insulation dry, the wall frame should be held in from the concrete below- grade wall so insulation does not contact concrete. Exterior insulation placement and combinations of batts and rigid foam board insulation are also accept- able. If insulation is applied to the wall exterior, it should be approved for below-grade use and protected from damage above grade. Figures 1 and 2 show basement wall insulation options for exterior and interior insulation details. Note that rim joists must be insulated. Moisture protection for basement walls Requirements for foundation drainage and damp- proofing are part of the One and Two Family Dwelling Code (305 and 306) and Structural Code (OSSC 1707 (d) and 2911). Drawings show footing drains, damp- proofing details and energy code requirements. Cripple Wall Requirements in the Oregon 2003 One & Two Family Dwelling Code Cripple wall bracing. <;:ripple walls with a stud height exceeding 14-inches supporting exterior or interior braced wall lines shall be braced with an amount and type of bracing as required for the wall above with the following modifications for the cripple wali bracing: a) The required amount of bracing as determined for the wall above shall be increased by 15 percent. b) The maximum wall panel spacing shall be decreased to 18 feet on center instead of 25 feet on center, as normally required. Inspection Request Line: 726-3769 Springfield Building Divisions: 726-3753 BUILDING PLANNING I. Provide ventilation in eyery habitable room by means of operable exterior openings equal to at least 5% of the floor area of the room. Exception: Proyide a mechanical ventilation system capable of producing 0.35 air changes per hour in the room. [303.1] 2. Bathrooms shall have exterior glazed openings of not less than 3 sq ft., half of which must be able to open, or a venting system capable of five air changes per hour. Vent to outside. [303.3]. 3. Habitable rooms shall have a ceiling height of not less than 7' for at least 50% of their required floor area. [305.1] 4. Provide a 21" deep clear space in front of all water closets. [307.2] 5. Provide laminated, tempered, or heat-strengthened glass for all glazing located in door assemblies, railings, tub and shower enclosures, or within a 24" arc of a door. Exception: Glazing in tub and shower enclosures and near doors need not be tempered if located at least 60" above the adjacent floor or drain inlet. [308.4] 6. Gravel or other structural fill deeper than 4" which is placed to support foundations must be inspected during placement and the compaction by an approved special inspector. Provide copies of special inspection reports to the City inspector. 22. Concrete shall be 5-7% air entrained with a minimum compressive strength of: a) 2500 psi for basement walls and foundations not exposed to weather and for basement slabs and interior slabs on grade (except garage slabs); b)3000 psi for basement, foundation and exterior walls and other vertical work exposed to weather; c) 3000 psi for carport and garage floor slabs and for porches and steps exposed to weather. [402.2 and Table 402.2] 23. Minimum footing sizes shall be.as follows: [Table 403.1.1] Supporting I floor and a rOilf:' 12" wide', 6" thick, 6" thick stem wall 2 floors and a roof: IS" wide', 7" thick, 8" thick stem wall 3 floors and a roof: 18" wide', 8" thick, 10" thick stem wall 'When load bearing capacity of soil is 1000psf, IS" wide footing is required for 1 story, 23" for 2 story, 27" for 3 story 24. Foolings shall be minimum 12" below grade. [403.1] Stem walls shall extend at least 6" above finished grade. [403..1.3] 25. Ground under building shall be sloped to a low point, and an underfloor drain installed to pray ide positiye drainage from under the building. The grade in the underfloor space shall be as high as the outside finished grade, unless an approved drainage system is provided.[409.4] Groundwater collected or drained from under or around the buildings shall be piped to an approyed disposal site.
