Description of Proposal:
During one of our typical winter rain and strong wind storms a four inch stem was
blown/broken oft from the central portion of a main tree trunk. The group of Western
Redceders are located in the southeastern corner of our vacant lot appear to be
declining in health. We called a certified arborist, Thomas Twyford of A Able Arborist, to
complete a Tree Hazard Evaluation Form (THEF) and evaluate the health of the trees.
His completed THEF is attached for your review. He explained that the major reason
for the problem is due to the above power lines that require the trees to be continually .
topped to prevent them from getting into the lines. Doing this leaves a fresh cut surface
on the top, which collects water and becomes an ideal spot for heart rot to become
established. Apparently this has happened as he attests to in his evaluation process.
This presents a public liability problem for us, as we are concerned that someone
walking on the sidewalk could become injured or if a limb falls into 6th Street it could
damage a vehicle if this happens again. This group of trees is frequently used as a
"hang-out" spot by young people and homeless people throughout the year. People
congregating under the trees, particularly in wet/windy weather, significantly increases
the exposure to the hazards presented by these. trees.
Tom"s report indicates that the trees should be removed. We are making this
application for approval to follow up on his recommendation of tree removal. We have
also attached photos of trees on lot, relationship to power lines, central core area
showing dead stems, and area of recently broken oft stem. Our plan is not to replace
trees in the same location as they too eventually would be under the power lines and
require topping.
