Dear: Mr. Wisdom
I have completed a preliminary plan review of your application for the proposed house
foundation and basement/garage located at 1259 S 2nd Street, Springfield, Oregon. The
following items require additional information, clarification or correction in order to complete
the review, approve the application, and issue permits.
Please submit two sets Of documentation containing appropriate information in response to the
following:
1. It appears that a retaining wall will be required to hold back the soil from the adjoining
property to the north for the driveway area. Retaining walls that have a differential grade
exceeding 3 ft. on opposite sides of the wall shall be professionally designed. The only
retaining wall design submitted with your application includes a footing with a 42" heel on
the soil side of the wall. This heel would be located on the adjoining property to the north
according to the submitted drawings.

Please note'that construction activity of any kind, including excavation and fill shall not be
conducted an adjacent property without the express written consent ofthe property owner.
You must either provide a retaining wall design that will not encroach onto, or jeopardize
the existing grades at the adjoining property, or obtain the owner's written permission to
excavate into the adjoining property and to permanently install the proposed retaining wall
footing on the property. Written permission is required if any portion of the wall, or
, excavation for the wall, is to encroach onto the adjoining property.
No foundation details have been submitted other thari the high retaining wall. Please
submit foundation and framing details for the interior framed walls and the exterior framed
walls for the basement area. Please also define where the transitions between the retaining
walls and framed building walls will occur on the foundation plan and the building
elevation drawings.
Please note that reinforcing steel is required in all continuous foundations for this seismic
zone, and should be shown in the foundation details. Two #4 bars are required in the
footing, and another #4 bar is recommended in the stemwall.
3. The 6"x6" beams proposed for support of the main floor structure'above the .
garagelbasement appear inadequate to support the required floor loads. A beam appears to
be missing between the retaining wall at the rear of the building and the back interior wall
of the garage. Please provide beam calculations for the required beams, and shOw the
location and size of all required beams on the computer generated foundation plan.
4. The entrance to the main level ofthe building is elevated one story above the ground level.
A building permit is required for landings and stairs located more than 30" aboye the
adjacent grade. Please provide a detailed design for the required stair and landing, or deck,
needed for access to the main building entrance.
5.' The approved septic Site Investigation documents submitted with the plans is still valid,
according to George Ehlers, manager of on-site sewage disposal for Lane County.
However, no valid septic installation permit presently exists for the property. Building
permits cannot be issued until a valid septic permit is obtained from Lane County. Please
contact George Ehlers at the Lane Co. Dept of Environmental Health, at the Lane Co.
Building, 125 E 8th Ave, Eugene (in the basement) Phone 682-3951. Please provide George
with a copy of your building plans so he can help determine the best approach for the
septic system.
Please not~ that the proposed location for the septic drain field shown on the expired permit
is in a grove of trees at the rear of the property. The Planning Division advises that a tree
felling permit will be required if more than five total trees over 5" in diameter are removed
from the site, including the trees already removed. You may want to investigate, with Lane
Co, the possibility of locating the septic system in an area to avoid the trees if possible.
The enclosed aerial photo of the site may be of some assistance.
Because the information needed is necessary to complete your review, the project will be placed on
"Hold" until we receive the required information. Once I have received the infoimation requested
above, we will resume our processing of your application and phone you once your application has
been reviewed. Please be aware that processing your application may require an additional two
weeks from the day we receive the requested information.
