Staff requests the City Council to authorize an amendment to the contract with URS Corporation which will extend the term of the contract from June 30, 2007 until March 31, 2008. ATTACHMENTS: DISCUSSION/ FINANCIAL IMP ACT: Attachment A: Fourth Amendment to City of Springfield Independent Contractor Agreement between the City of Springfield and URS Corporation. Staff and URS Corporation (Consultant) have pursued the tasks outlined in the Third Amendment to the Stormwater Facilities Master Plan (SWFMP) as authorized by the City Council March 19th ofthis year. Trouble shooting of the system model and overcoming a minor software bug have been completed. This milestone has allowed the consultant to develop a new project schedule. Staff presented this information in a project status report to the Council in work session June 18,2007. The proposed November or December completion date for the SWFMP is beyond the term of the current contract. This fourth contract amendment, like the third contract amendment, addresses only the extension of the contract term. In the event that the proposed schedule were to be delayed beyond the end of calendar year 2007, the fee schedule authorized in the third contract amendment (but not the total amount of the contract) may need to change to coincide with consultant annual wage rate changes. This contract amendment addresses only the term of the contract, therefore it has no financial impact on the total amount budgeted for the contract for the City of Springfield. FOURTH AMENDMENT TO CITY OF SPRINGFIELD INDEPENDENT CONTRACTOR AGREEMENT BETWEEN THE CITY OF SPRINGFIELD AND URS CORPORATION Dated: July 2, 2007 Parties: The City of Springfield 225 Fifth Street Springfield, Oregon 97477 "City" and URS Corporation 111 SW Columbia Suite 1500 Portland, OR 97201-5814 "Independent Contractor" The Parties hereby agree that the Independent Contractor Agreement dated July 14,2003 between the City of Springfield (City) and URS Corporation (Independent Contractor) is amended for the fourth time as follows: 4. Term. This agreement is effective as of the date first set forth above and shall be amended to continue until March 31, 2008, unless earlier terminated in accordance with the provisions of this Agreement or by mutual consent of the parties. Except as amended in this amendment all other terms and conditions of the Independent Contractor Agreement between Parties dated July 14,2003 as previously amended will remain in full force and affect.
