ISSUE
STATEMENT:
One bid was received on this safety improvement project. Contract award is now
necessary to enable work to proceed.

IMP ACT:
On February 2, 2007 the City Council approved the staff recommended Safety
Plan of Olympic Street from Mohawk Blvd. to 21 SI Street due to a fatal motor
vehicle versus pedestrian crash that occurred at the mid-block crosswalk. Staff
designed the safety project which includes a slurry seal with pavement marking
replacements to provide for one through lane and one bike lane in each direction, a
two way left turn lane, and an auxiliary lane for use by westbound right turning
vehicles and L TD buses dwelling at bus stops. Crosswalks are remarked as needed
in their existing locations, except the mid-block crossing has been moved eastward
and shaped in a Z format with a raised concrete island as a refuge. Pedestrian
actuated flashing beacons with pedestrian crossing warning signs are included at
the mid-block location. All other signing are updated to current standards. The
street lighting has been upgraded from the 180 Watt Low Pressure Sodium (LPS)
to 250 Watt High Pressure Sodium. The ADA ramps and driveway wings are also
being upgraded.

The project received 'one bid on June 12 by Brown Construction in the amount of
$196,328.80. Sufficient funds are budgeted in the Traffic Control Project account
(850013).
The project is unique in that there are many small items generally done by
subcontractors and not a large item such as concrete or asphalt that General
Contractors normally bid on and is possibly why more bids were not submitted.
Retracting the project to re-bid or split the project in pieces would take resources
in excess of the difference in the engineer's estimate and the actual bid amount. In
addition to resources, the project would riot be able to meet the necessary deadline
in order to complete the project on the schedule that was promised to the local
businesses and would also bid late in the construction season causing bids to be
even greater.
