Dear Andy:
This letter addresses the Conditions of Approval listed in the staff report & decision dated 9 May 2008 for
the Springfield Justice.Center Type 11 Major Site Plan Modification. To the best of our knowledge, the Final
Site Plan complies with the requirements of the SDC and the conditions imposed the staff report and
decision as addressed herein. The Conditions of Approval are addressed as follows:
Condition 1:
The Final Site Plan shall accurately depict the locations of all existing and proposed public water lines
serving the development site.
Response:
Refer to the accompanying revised Civil Utilities plan prepared by KPFF Consulting Engineers and as
listed herein that depicts the existing and proposed public water lines serving the development site. The
revisions are based upon information furnished to KPFF by the Springfield Utility Board (SUB).
. C2.2 - SUB WATER AS-BUILT - 7/25/08
Condition 2:
The Final Site Plan shall depict the "iocations of electrical and telecommunication systems connections
required to serve the development area.
Response:
Refer to the accompanying revised Civil Utilities plan prepared by KPFF Consulting Engineers and as
listed herein that depicts the existing and proposed electrical and telecommunication systems serving the
development site. Revisions are based upon information furnished by the Springfield Utility Board (S~B).
. C2.3 - SUB POWER AS-BUILT - 7/25/08
Condition 3:
To ensure a fully functioning water quality system and meet objectives of Springfield's MS4 permit, the
Springfield Development Code and the EDSPM, the vegetative water quality swales shall be fully
vegetated with all vegetation species established prior to issuance of building occupancy. Alternatively, if
this condition cannot be met, the applicant shall provide and maintain additional interim erosion
controllwater quality" measures acceptable to the Public Works Department that will suffice until such time
as the swale vegetation becomes-fully established.

Response:
Interim erosion control/water quality measures acceptable to the Public Works Department shall be
maintained by John Hyland Const. Inc. until the swale vegetation becomes fully established.
Condition 4:
Prior to the construcfion of Pioneer Parkway East improvemenfs, the applicant shall obtain ODOT permits
required for the new driveway entrance and related work in the Pioneer Parkway East right-of-way.
Response:
Refer to the accompanying letter from Lynn Detering, Permit Specialist with ODOT District 5,
acknowledging that the submitted application for the proposed Pioneer Parkway East improvements meets
ODOT qualifications and has been accepted for further review. The issuance of the requisite permits is
pending ODOT's completion of its review process. -
Condition 5:
The Final Site Plan shall contain design details acceptable to the City Engineer for the street intersections
affected by the site plan (B Street & 4 h Street; and B Street & Pioneer Parkway East).
Response:
Refer to Drawing C3.0- PAVING PLAN furnished with the Site Plan Modification'submission as prepared
KPFF Consulting Engineers and dated 4-7-08. The driveway entrances at B Street/4th Street and B
Street/Pioneer Parkway East are described as conforming to City of Springfield Standard Detail 3-24.
Condition 6:
The Final Site Plan shall provide for Knox Box keyed gate switches at the east and west entrance
driveways to the secure parking lot.
Response:
The Springfield Police Department shall prepare a comprehensive written fire safety plan for the entire
facility. Following its submission, the Fire Marshal will review the plan and make a final determination
regarding whether or not the Knox boxes are required at the east and west entrance gates to the secure
parking lot.
Condition 7:
In accordance with the provisions of SFC 508.5.5 and SFC 912.3, immediate access and at least three (3)
feet of clear space in all directions shall be maintained for all Fire Department connections.
Response:
There is a minimum of three (3) feet of clear space in all directions (to front and sides) at all of the
proposed Fire Department connections.
Condition 8:
Prior to or concurrent with approval of the Final Site Plan, a suitable PUE for the electrical transmission line
running along the northern edge of the site shall be executed and recorded. The PUE alignment and
dimensions shall be satisfactory to SUB Electric.
Response:
The necessary public utility easements have been executed and recorded. The PUE alignments and
dimensions are satisfactory to SUB. Refer to the accompanying copy of the overhead easement filed with
the Division of the Chief Deputy Clerk, Lane County Deeds and Records.

Condition 9:
Prior to or concurrent with approval of the Final Site Plan, a suitable PUE for the underground electrical
lines installed to serve the development site shall be executed and recorded. The PUE alignments and
dimensions shall be satisfactory to SUB Electric.
Response:
The necessary public utility easements have been executed and recorded. The PUE alignments and
dimensions are satisfactory to SUB. Refer to the accompanying copy of the underground easement filed
with the Division of the Chief Deputy Clerk, Lane County Deeds and Records.
Condition 10:
Prior to the initiation of any tree felling activities on the site, the applicant shall obtain a Tree Felling Permit
pursuant to Planning Action DRC2008-00028..
Response:
The City of Springfield issued the tree felling permit following the issuance of the favorable Planning
decision for the application and absence of subsequent public appeals.
Condition 11 :
The Final Site Plan shall provide for street trees and site landscaping trees that are minimum 2-inch caliper
in accordance with SDC 4.4-105.E & F.
Response:
Refer to the accompanying revised drawing prepared by Cameron McCarthy Gilbert & Scheibe Landscape

Condition 12:
The Final Site Plan shall provide a fencing detail for the metal panel fence around the secure parking lot.
The fence style shall be consistent with provisions of SDC 4.4-110.B.3.b.
Response:
The proposed metal fencing does not provide the visual screening required by SDC 4.4-100.B.3.b. Instead,
the screening is vegetative and primarily provided by evergreen Zabel Laurel as selected from the City of
Springfield's list of approved plant materials (refer to the accompanying drawing L4.02 - PLANTING PLAN,
revised 6/13/08). The fencing is of an ornamental type with a black powder-coated finish to visually blend
with the surrounding vegetation. Refer to the accompanying product information as furnished by Ameristar
Fence Company.
Condition 13:
Light fixtures located within 43 feet of the northern boundary of the site shall be placed no higher than 12
feet in accordance with SDC 4.5-110.B.2.b.
Response:
Refer to the accompanying document RFP #114, which is a construction contract change item to reduce
the height of the lone light .fixture that was sited within 43 feet of the northern boundary. The height of this
fixture is changed from 16 feet to 12 feet in accordance with SDC 4.5-110.B.2.b.

Condition 14:
The Final Site Plan shall provide a site and building lighting plan that is consistent with provisions of SDC
4.5-110. All lighting fixtures used on the site shall be shielded and full cut-off lenses to prevent light
trespass onto adjacent properties.

Refer to the accompanying drawing prepared by Balzhiser & Hubbard Engineers:

Condition 15:
The Final Site Plan shall provide a design detail that confirms the parking lot and driveway configuration
will adequately accommodate turning movements for all Springfield Police Department vehicles expected
to use the secure parking lot.
Response:
Refer to the accompanying drawing prepared by KPFF Consulting Engineers depicting turning movements
for the Springfield Police Department SWAT van in the secure parking lot. The SWAT van is the largest
vehicle that will use the secure parking lot.

ANISH - Standard finish is dart bronze {OOBl polyester powder finish, with
other architeetural colors available.
OPTICAL SYSTEM - Anodized segmented reflectors for superior uniformity
and control. Retlectors attach with tool-less fasteners and arerotatabl eand
interchangeable. Four cutoff distributions available: Type II (roadway!, Type
ItIlasymmetricl, Type IV (fllrw,ard throwl and Type V (symmetric squarel.
ELECTRICAL SYSTEM - lS0W and below utilizes a high reactance, high
power factor ballast 175W utilizes a constant-wattage autotransformer bal.

CONSTRUCTION
Weldable-grade A500 or A513 carbon steel tubing with a minimum yield
of 46,000 or 42,000 IlsL Uniform wall thickness of.120'. Shaft is one-piece
construction with a fulllongittJdinal weld. The round straight tube is uni-
form in cross-section down the length of the shaft
Anchor base is fabricated from carbon steer plate (ASTM A-361, 314"
thickness. Base plate and shaft are circumferemiaffy welded at both
the top and the bonom to provide maximum strength at the area of criti-
calstress.
Nominal 3' x 5' handhole is located 18' above the base. Cover and at-
tachment hardware provided.
Top cap provided with all drill-moum poles.

A meeting was held in the ODOT District office on 07/10/08 to discuss approach application
8056.
Jim Polston, Andy Limbird, Rich Harrison, Richard Jones, Matt Keenan, Lynn Detering and
Jeffrey Lange were in attendance.
The subject development is the new Springfield Justice Center fronting Pioneer Parkway East.
The Justice Center is a 100 bed jail facility operating 24 hours a day. The parking compound
is fully fenced with electronic gates at both proposed access points.
Rich gave an ADT estimate for the compound at 250-300 vehicle trips total, of that half (125-
150 vehicle trips) are official police vehicles and the other half are employee parking vehicle.
He felt that with the 24 hour trip distribution that vehicle stacking at the gated entrance would
not be an issue.
The Police Department expressed the need for a full movement access on Pioneer Parkway.
The 26' Swat vehicle is the largest vehicle that will use the access and because of its size has
its parking configured to enter and exit Pioneer Parkway. It is requested that all official police
vehicles have direct full access to Pioneer Parkway since the jail visitor parking is all offsite
which will likely cause additional congestion on the local streets.
The applicant agreed that if a full movement access is granted they can sign the Pioneer
Parkway access as "Police Vehicles Only" and also restrict the electronic card reader to only
official police vehicles which will reduce the access to an estimated 125-150 ADT.
KPFF will e-mail ODOT a copy of the site plan with the restricted access signing included and
the vehicle turning templates for the approach. . .
The Justice Center is estimated to open the first part of September. ODOT will try to expedite
the application to make a formal permitting decision in approximately 60 days.
No binding agreements were made at this meeting and all parties will continue to work to
resolve the issues discussed. Please contact me if you have additional comments to add or if I
have made errors or omissions.
