NATURE OF THE APPLICATION: Proposal to annex 38.28 acres of industrial land into the City of Springfield. The subject property is located in Glenwood between McVay Highway and the west bank of the Willamette River. . AUTHORIZED USES: The subject property is mostly vacant and contains a two-story office and maintenance shop building fronting onto McVay Highway. Upon annexation, the subject propertY will retain its c~rrent Light Medium Industrial (LMI) zoning. APPLICABLE CRITERIA: The City Council shall approve, modify or deny any annexation application based upon the following approval criteria: . A. The affected territory proposed to be annexed is within the City's urban growth boundary and is 1. Contiguous to the city limits or 2. Separated from the City only by a public right of way or a stream lake or other body of water; B. The proposed annexation is consistent with applicable policies in the Metro Plan and in any applicable refinement plans or Plan Districts; C. The proposed annexation will result in a boundary in which the minimum level of key urban facilities and services as defmed in the Metro Plan can be provided in an orderly efficient and timely manner; and D. Where applicable fiscal impacts to the City have been mitigated through an Annexation Agreement or other mechanism approved by the City Council (SDC 5.7-140). SUBJECT PROPERTY LOCATION: Assessor's Map 18-03-02-20, Tax Lots 3000, 3100,3200 & 3300; and Assessor's Map 18-03-02-32, Tax Lot 3800. The subject property is municipally addressed as 4851,4857 and 5001 Franklin Boulevard, Springfield. DATE, TIME, AND LOCATION OF THE HEARING: The Springfield City Council will hear all testimony for and against the proposal on November 2,2009, at 7:00 p.m. at 225 Fifth Street in Springfield City Hall Council Chambers. .
