FAX: (541)726.3689 November 23, 2009 FROM: Service Providers Brenda Jones, Planning Administrative Specialist Ii TO: SUBJECT: ANNEXATION OF TERRITORY TO THE CITY OF SPRINGFIELD, File No. C SP 2009-LRP2009-00009 (Wildish Land Company/Eugene Allen Corporation) By this correspondence, let it be known that: I. An application for annexation of territory to the City of Springfield-territory being described as Township 18 South, Range 03 West, Section 02, Map 20, Tax Lots 3000, 3200 and 3300; and Township 18 South, Range 03 West, Section 02, Map 32, Tax Lot 3800 as generally depicted and more particularly described in Exhibit A of the Ordinance-'-was initiated by Wildish Land Company on August 18,2009 in accordance with SDC 5.7-125.A and B.3 and ORS 222.111(2). 2. A staff report was presented to the Common Council of the City of Springfield with the Director's recommendation to concurrently annex the area to the Lane County Metropolitan Wastewater Service District, and Willamalane Park and Recreation District consistent with the inter-governmental agreement between the City of Springfield and Lane County regarding boundary changes dated May 21, 2008, consistent with SDC 5.7-140.8. 3. Notice of the proposals and public hearing was provided in accordance with SDC 5.7-130. 4. On November 2, 2009, first reading by the Common Council of the City of Springfield conducted a public hearing and all public testimony for and against the proposal was entered into the record. On November 16, 2009 a second reading was conducted. Based on the findings and testimony, the Council adopted Ordinance No. 6250 approving. the annexation of territory to the City of Springfield and concurrently annex the area to the Lane County Metropolitan Wastewater Service District and Willamalane Park and Recreation District, as these special districts are service providers for the City [SDC 5.7-140.BJ; and consistent with the intergovernmental agreement between Lane County and Springfield regarding boundary changes dated May 21, 2008. 5. The withdrawal of territory described in Section I above from the Glenwood Water District shall become effective on July 1,2010. 6. Ordinance No. 6250 was filed with the Secretary of State on November 23, 2009, and will become effective December 16, 2009 as provided by SDC 5.7-155 and ORS 222.180.
