Randy: Regrettably, I was away from the office and unable to answer your question, which no doubt has been resolved
already.
At the meeting, persons could choose to address City Council as a member of the audience during the general discussion
period. However, there is no guaranteed opportunity for proponents or opponents to address the annexation request
after the public hearing is closed unless there is a compelling reason (such as overlooked information or a substantial
error in process). In that event, City Council could choose to reopen the public hearing to include additional information
or hear further testimony. For the Wildish request - and similar uncontested land use applications -I would think this is
highly unlikely.
