MEMORANDUM City of Springfield DATE: February 11,20.10 TO: Andy Limbird, Planner FROM: Clayton McEachern, Civil Engineer SUBJECT: ZON2010-00001 Fred Meyer Gas Station The subject application concerns construction of a new fueling station to be added to the existing Fred Meyer Store located at 5th and Q Streets. . Applicant's Questions: I. What specifically must Fred Meyer submit to the city of Springfield and the Springfield Utility Board to demonstrate the project's compliance with the wellhead protection rules'? A Drinking Water Protection (DWP) overlay application is required. The details are listed on . page 3.3-225 and 3.3-230 of the Springfield Development Code. Also the Requirement for a one to Five year TOT zone are listed in section 3.3-235b. Public works concerns will generally be related to stormwater treatment. Additional permits from the public works department will include a LDAP (land drainage and alteration permit) for monitoring storm water runoff during construction and an encroachment fee for any work that will be necessary in City owned ROW, such as connecting to the sanitary sewer or storm drain. 2. What special conditions of approval for groundwater protection, construction, and monitoring could the city require as part of a directors waiver from the more restrictive standards for wellhead protection. The following are not special conditions for TOT zone but are conditions required for any gas station- The area around the pumps will need to be covered and hydraulically isolated with a drain to sanitary sewer. This drain will need to be equipped with an oiVwater separator and an emergency cutoff. Within limits of current site grading, some vegetative stormwater treatment measures for the area around the fueling station. Possible replanting/trirnmingllandscaping of the frontage along Fifth Street. At this time this will likely be limited to street trees. Is the Fred Meyer store subject to the wellhead protection review even though the fuel center is a separate project on another part ofthe site? It does not appear that the store would be subject to a full review as part of the project. However as part of the waiver process some review may be required. This would probably be limited to a hazardous material inventory, a hazardous material maoagement plao (likely required for the gas station aoyway), aod some education with city/SUB staff on drinking water protection. 4. What is the scope ofthe required traffic impact analysis and parking generation study? To be aoswered by the traffic division. 5. What process is available to request SDC reductions and/or credits? There would not be aoy credit for a previous use at this location as it is new construction. There would not be aoy stormwater SDC fees since the subject area is already impervious. The traffic generation (trip count) done as part of the traffic study cao be used in lieu ofITE trip generation maoual numbers. In addition the SDC fee, above $ I 0,000, cao be deferred until project completion (SDC fees are normally when building permits are issued). The city also cao provide a loan for the SDC fee that will place a lien on the property aod be paid back over a 10 year amortization for a market based interest rate. The last SDC fee finaoced in this way in 2008 had a 6% interest rate. I have included ao estimate for the SDC fees based on the plaos as presented as part of this application.
