What specifically must Fred Meyer submit to the City of Springfield and the Springfield Utility Board to demonstrate the project's compliance with the wellhead protection rules? A: A Drinking Water Protection Overlay District (DWP) application must be submitted concurrently with an application for Site Plan Review. The DWP application must list the, hazardous materials to be used and stored on the site, include a Hazardous Materials Management Plan (HMMP) acceptable to the City and SUB Water Quality, provide an overview of spill prevention and response measures, outline the leak prevention/detection measures for the underground fuel storage tanks, ensure hydraulic isolation for the fueling area beneath the proposed canopy, and describe measures that will be taken to ensure the balance of the site meets DWP requirements for the 0-1 year TOTZ. SUB Water Quality Protection and DEQ to comment. Q2. What special conditions of approval for groundwater protection, construction, and monitoring could the City require as part of a Director's waiver from the more restrictive standards for wellhead protection? Q3. A: In accordance with SDC 3.3-220.C.3, it appears the fuel center may qualify for exemption from the more restrictive standards as it appears the activity (gas bar) is proposed outside the portion of Tax Lot 5500 that is within the 0-1 year TOTl; the storage, use, and handling of hazardous materials will take place more than 50 feet removed from the 0-1 year TOTl; and the tax lot is larger than 20,000 ft>. However, this is dependent upon submittal of complete site plan review and DWP applications with all necessary supporting information to ensure the groundwater resource is protected.. A: Yes. Due to the proximity of the existing drinking water wellhead, and the fact the store lies mostly within the 0-1 year TOTl, staff request that new HMMP and HMIS information is extended to the entire Fred Meyer store. Staff and SUB Water Quality will work with the store management to ensure suitable measures can be implemented. SUB Water Quality Protection to comment. Q4. What is the scope of the required traffic impact analysis and parking generation study? A: PW Transportation to comment. The parking study should be prepared by a qualified professional and demonstrate that the site will not be adversely affected by the reduction in parking. More importantly, the parking analysis shall confirm that the operational parking needs can be satisfied on the site and there will not be any off- site impacts during periods of peak parking demand (eg. weekends and holidays).
