MEMORANDUM City of Springfield DATE: February 11,2010 TO: Andy Limbird, Planner II FROM: Jon Driscoll, Transportation Engineer in Training SUBJECT: ZON2010-00001Fred Meyer Gas Station Development Issues Meeting Public Works Transportation Comments The Transportation Division has reviewed the subject application for the possible addition of a gas station at the Fred Meyer establishment at 650 Q Street. This is at the comer of a minor arterial and a collector. The two questions for this DIM that are directed toward traffic are #4 and #5 as shown below: 4. What is the scope of the required traffic impact analysis and parking generation study? o I have supplied a draft TIA which I've got 95% complete after working with Group McKenzie's Chris Clemow. . Questions: . When is the estimated date of completion? o Technical Questions: . ITE Code 944 . Trip Distribution over site entrances o TransPlan policy supports increased us of motor vehicle parking management strategies in selected areas throughout the Eugene- Springfield metropolitan area. . One of the strategies under the Transportation Demand Management (TDM) Policy #2 is to increase the use of Park- and- Ride lots to reduce parking demand in the city center s and other intensely developed areas. o To give a scope, or determine if there is a need for a scope, we must know what the extent of available parking is. . The plans state that there are 566 existing parking stalls, and that 82 of those will be deleted to make room for the gas station, leaving a final proposed parking of 484. . You state that there are 526 required. . I get 537 required if! use the I parking stall for every 300 square feet (and that there are 161,195 square feet). . I have been told that L TD has 25 parking stalls dedicated to a park and ride agreement that is part of a one year lease (This was signed by Melinda Merrill of Fred Meyer on May 20th, 2009, is renewable for "one year increments thereafter, as is breakable at anytime by mutual consent. These 25 spaces immediately abutting 5th Street just north and south of the bus station (which lies -150 north of the centerline of the southern 5th Street Driveway)-so they fall in the area of the gas station. By observation, this park and ride is presently under utilized, so I would propose reducing the number of spots to just a few, and be able to increase the number later. o EXTRA COMMENTS . ITE Manual (944) calls for 138.7 cars in one hour o That's 23+ cars every] 0 minutes. . The truck turning template will show needs of changes radii. . Close the first entrance just south ofthe gas station. . As traffic will increase, causing the influence area at the intersection to enlarge, we would likely require them to give an access easement to the lot (possibly lots) at the NE corner of 5'" and Q Street. . I've spoken witb fire and there are no restrictions that would keep you from moving the underground tank to the nortb or west side of the station. 5. What process is available to request SDC reductions and/or credits? . The Engineering Land Development Section will respond to this for the most part. However, we need some discussion on particulars, like using the ITE's averages on pass by trips, which are high for establishments like Fred Meyer or Safeway, because the fact that people having discount cards end up using them more as a destination.
