MEMORANDUM City of Springfield DATE: January 6, 2010 TO: Andy Limbird, Urban Planner FROM: Eric Walter, Civil Engineer SUBJECT: ZON2009-00027 Springfield Utility Board Kiosk DIM Public Works Engineering Comments The subject application involves tax lots 2700 and 2800. The applicant submitted plans to discuss a propo'sed drive-up kiosk at the main office where existing drive through and customer payment drop- box is currently located. Applicant's Questions: 1. SUB believes there will be no measureable impact on circulation patterns on "A" Street. Does the city agree or have concerns? Transportation Section will respond to this question. 2. Does the city have any concerns about the canopy structure or location that SUB has not addressed? As indicated on the plans submitted, the proposed structure is adjoining and possibly encroaching into the public right-of-way. There may also be an existing public utility easement (PUE) along the street frontage where the structure would be encroaching. All structures, including the structure overhangs, may not encroach into a public right-of-way or into any easements. Planning Department and Building Department will also respond to this question. 3. Does the City have any concerns about pedestrian safety that SUB has not addressed? Planning Department and Transportation Section will respond to this question. 4. Does the city have any concerns about lighting and/or visibility that SUB has not addressed? Planning Department and Transportation Section will respond to this question. 5. Is there any additional information SUB needs to provide as the process moves forward? For Public Works Engineering, the future plans / application submitted should address the site storm water (for water quality and discharge) impacts for the proposed modifications to the existing pavement and curb / gutter as well as roof runoff from the new structure.
