SUBJECT: ZON2010-00005 Jackson Food Convenience Store DIM
Public Works Engineering Comments
The subject application involves tax lot 901. The applicant submitted plans to discuss construction of a
new 3,354 square foot convenience store. Public Works Engineering response to the applicant's
questions are as follows:
Applicant's Questions:
1. Does the proposed plan violate any development code requirements in regard to setbacks,
landscape areas, or traffic patterns and parking?
Planning Department and Transportation Section will respond to this question.
2. Some older surveys indicate a major ODOT right-of-way through the parcel. Is that
easement still in effect. Are there any other transportation issues?
Transportation Section will respond to this question.
3. Please provide location of existing storm and sanitary sewer stubs to property and their
size and depth?
Please refer to the attached reduced sewer map showing location of existing storm and sanitary
sewers including size and depth within the vicinity of the proposed development.
4. Is storm water detention and retrofitting existing eatch basins a requirement for this site?
Section 3.02 of the City's EDSPM states the Public Works Department will accept, as interim
design standards for storm water quality, water quality facilities designed pursuant to the
policies and procedures of either the City of Portland (BES), or the Clean Water Services.
Section 3.03.4.E of the manual requires a minimum of 50 percent of the non-building roojiop
impervious area on a site shall be treatedfor storm water quality using vegetative methods.
Storm water detention will not be required but retrofitting of the existing catch basin would be
recommended The preliminary plans submilled for the proposed convenience store does
appear to address the storm water quality requirements for the new parking area expansion by
means of a proposed water quality bio-swale.
5. Shared access on Gateway Street makes it very difficult to provide a safe ADA accessible
way to the convenience store. Is a single access via a sidewalk from Kruse Way acceptable?
Transportation Section will respond to this question.
Additional Staff Comments:
The exterior trash recycle area will be required to be piped to the sanitary system and will need
to be roojiop covered and hydraulically separatedfrom storm water. I< /."_
