A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD
AMENDING AND READOPTING THE RATE STRUCTURE FOR SYSTEMS
DEVELOPMENT CHARGES AS ESTABLISHED IN THE SPRINGFIELD MUNICIPAL
CODE, SECTION 3.406 AND SPECIFYING AN EFFECTIVE DATE.
WHEREAS, on December 4, 2000, the Council adopted Resolution 00-62 establishing a rate
structure for Systems Development Charges (SDC) imposed by the City of Springfield; and
WHEREAS, on December 4, 2000, the Council adopted 'Resolution 00-61 establishing a
methodology for determining Transportation SDCs; and
WHEREAS, ON February 2, 2009, the Council adopted Resolution 09-04, adopting a list of
capital improvements to be funded by Transportation SDCs and establishing a Transportation
SDC; and
WHEREAS, on June 1,2009, the Council adopted Resolution 09-20 adopting a methodology
for the Calculation of Local Wastewater Systems Development Charges; and
WHEREAS, on June 1, 2009, the Council adopted Resolution 09-21 adopting a list of capital

improvements to be funded by Local Wastewater Systems Development Charges; and
WHEREAS, on June 1,2009, the Council adopted Resolution 09-22 adopting a Local
Wastewater SDC; and
WHEREAS, on July 20, 2009, the Council adopted Resolution 09-29 adopting a methodology
for the Calculation of Stormwater SDCs; and
WHEREAS, on April 19, 2010, the Council adopted Resolution 09~30 adopting a list of capital
improvements to be funded by Stormwater SDCs; and

WHEREAS, on April 19, 2010, the Council adopted Resolution ~:~~?t)t adopting a Stormwater
SDC; and
WHEREAS, Resolutions 09-04 and 09-22 each deferred increases in Transportation and Local
Wastewater SDCs, as they affect one and two family residences, until October 16,2009; and
WHEREAS, on October 19,2009, the Council adopted Resolution 09-40, further extending the
deferral in increases in Transportation and Local Wastewater SDCs, as they affect one and two
family residences, until March 1,2010; and
WHEREAS, on March 1, 2010, the Council adopted Resolution 10-09 further extending the
deferral in increases in Transportation and Local Wastewater SDCs, as they affect one and two
family residences, until March 19,2010; and
WHEREAS, on March 15,2010, the Council adopted resolution 10-12, further modifying the
deferral by making certain increases in Transportation and Local Wastewater SDCs as they
affect one and two family residences, effective May 1, 2010, August 1, 2010, September 1,2010
and January 1,2011; and
WHEREAS, Resolution 10-12 provides that effective January 1,2011, the rates as they affect
one and two family residences shall increase to be identical with the rates applicable to all other
development; and

WHEREAS, Resolution 4;Q7t~~ set Stormwater SDC rates May 1, 2010, for all development
except one and two family residences and further provides rates, as applied to one and two
family residences, effective May 1,2010, August 1, 2010, October 1, 2010, and January 1, 2011,
and that thereafter the rate as applied to one and two family residences shall be the same
applicable to all other development; and
WHEREAS, the Council finds and determines that it is in the public interest to restate the Rate
structure adopted by Resolution 00-62, to codify the various changes in SDCs rates that have
occurred;
NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY
OF SPRINGFIELD, that the Systems Development Charge Rate Structure as related in Exhibit
1, attached hereto and by this reference incorporated herein, is adopted as the Rate Structure for
application of Systems Development Charges; and
BE IT FURTHER RESOLVED, that the City Manager or designee is hereby authorized and
directed to use the System Development Rate Structure, effective May 1,2010; and
BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by the
Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of ~ for and

Improvement fee: $62.66 per drainage fixture unit as defined in the 2006 Uniform Plumbing
Code with Oregon amendments as of 2008.
Reimbursement fee: $128.38 per drainage fixture unit as defined in the 2006 Uniform Plumbing
Code with Oregon amendments as of 2008.
Where a discharge, or a portion of a discharge, cannot, in the opinion of the City, be adequately
characterized by a drainage fixture unit count, the charge shall be calculated per discharge
equivalent to a typical dwelling unit (EDU). A standard EDU is characterized by 20 DFU's,
with an equivalent discharge equal to 167 gallons per day.

Calculated trip ends shall be adjusted by removing expected bypass trips from the calculation of
charges. The Public Works Department shall maintain a table of standard bypass trip adjustments
for common land uses, using the best data available.
Administrative Charges:
A five percent surcharge will be added to the total SDC, excluding the MWMC Regional
Sanitary Sewer SDC, to recover the direct cost of administering the SDC program, as provided in
ORS 223.
The rates list above will be adjusted as of July 1 of each year by the amount of the change in the
Construction Costs Index in the preceding twelve months.
Downtown Development Area Discount:
All local SDC charges as outline above shall be discounted in the Downtown Development
Area, as shown on the attached map, by the following amounts:
December 3,2009 through December 2, 2012 - 50 percent.
Thereafter, no discount.
