RESOLUTION 10- ~
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD,
ADJUSTING STORMW ATER SDC RATES EFFECTIVE APRIL 20, 2010, AND
FURTHER ADJUSTING STORMWATER SDC RATES EFFECTIVE MAY 1,2010, AND
FURTHER ADJUSTING STORMW ATER SDC RATES EFFECTIVE AUGUST 1,2010,
AND FURTHER ADJUSTING STORMWATER SDC RATES EFFECTIVE OCTOBER
1,2010, AND FURTHER ADJUSTING STORMWATER SDC RATES EFFECTIVE
JANUARY 1, 2011, AND SETTING AN EFFECTIVE DATE
WHEREAS, on July 20, 2009, the Council adopted resolutions 09-29 establishing a
methodology for the calculation of Stormwater Systems Development Charges ("SDC"); and
WHEREAS, on April 19, 2010, the Council adopted resolution 10-xx, establishing a capital
improvement project list to be used in calculating Stormwater SDCs; and
WHEREAS, on April 19, 2010, the City Manager reviewed the impact of applying the capital
project list to the Methodology and presented facts and recommendations with respect to
implementation of increases in SDCs to rates recommended by staff and a Citizens Advisory
Committee; and
WHEREAS, the Council, public notice having been duly given, conducted a public hearing on
April 19, 2010, where citizens were offered an opportunity to present testimony with respect to
increases in Stormwater SDCs; and
WHEREAS, the Council has considered the information provided by the City Manager and the
testimony provided at the public hearing: and
WHEREAS, the Council, being fully informed in the premises, does determine that it is in the
public interest to increase SDCs to the rates recommended by staff and the Citizens Advisory
Committee, and to accomplish that by phased increases;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE
CITY OF SPRINGFIELD, that as of April 20, 2010, and through April 30, 2010, the
Stormwater SDC shall be as follows:
Reimbursement Fee: $0.0464
Improvement Fee: $0.3276
per square foot of impervious surface, for a total Stormwater SDC of $0.3740 per square foot of
impervious surface; and
BE IT FURTHER RESOLVED, that as of May 1, 2010, the Stormwater SDC, for all
development other than one and two family residences shall be as follows:
Reimbursement Fee: $0.2251
Improvement Fee: $0.3276

per square foot of impervious surface, for a total Local Stormwater SDC of $0.5527 per square
foot of impervious surface; and
BE IT FURTHER RESOLVED, that as of May 1, 2010, and through July 31, 2010, the
Stormwater SDC, as it applies to one and two family residences, shall be as follows:
Reimbursement Fee: $0.0911
Improvement Fee: $0.3276
per square foot of impervious surface, for a total Stormwater SDC of $0.4187 per square foot of
impervious surface; and
BE IT FURTHER RESOLVED, that as of August 1,2010, and through September 30,2010,
the Stormwater SDC, as it applies to one and two family residences, shall be as follows:
Reimbursement Fee: $0.1358
Improvement Fee: $0.3276
per square foot of impervious surface, for a total Stormwater SDC of $0.4634 per square foot of
impervious surface; and
BE IT FURTHER RESOLVED, that as of October 1, 2010, and through December 31,2010,
the Stormwater SDC, as it applies to one and two family residences, shall be as follows:
Reimbursement Fee: $0.1804
Improvement Fee: $0.3276
per square foot of impervious surface, for a total Stormwater SDC of $0.508 per square foot of
impervious surface; and
BE IT FURTHER RESOLVED, that as of January 1,2011, the Stolmwater SDC, as it applies
to one and two family residences, be as follows:
Reimbursement Fee: $0.2251
Improvement Fee: $0.3276
per square foot of impervious surface, for a total Local Stormwater SDC of $0.5527 per square
foot of impervious surface; and
BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by the
Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of 2-
for and ~ against, this 19th day of April , 20 .
