Work Session Meeting
MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, APRIL 5,2010
The City of Springfield Council met in a work session in the Jesse Maine Meeting Room, 225 Fifth
Street, Springfield, Oregon, on Monday, April 5, 2010 at 6:46 p.m., with Mayor Leiken presiding.
ATTENDANCE
Present were Mayor Leiken and Councilors Ralston, Wylie, Leezer, Simmons, and Pishioneri. Also
present were City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, City Attorney Joe
Leahy, City Recorder Amy Sowa, and members of the staff.
Councilor Lundberg absent (excused).
1. Budget Committee Interview.
Finance Director Bob Duey presented the staff report on this item. The Budget Committee had a
vacancy in Ward 1 due to the previous member moving from Springfield. Christine Stole had applied
for the Ward I position and was scheduled for an interview. The person appointed to the position
would serve a one year term that would expire on December 31, 2010. The appointee would be
eligible to re-apply for a three-year term beginning January 2011.
The Mayor and Council chose the questions they would each '.l~~k of Ms. Stole.
The Mayor and Council introduced themselves to Ms. Stole.
The Mayor and Council interviewed Ms. Stole asking the following questions:
1. Why do you want to serve on the Budget Committee? (Mayor)
2. Local government often uses its property tax revenue to share or spread the cost of providing
services across all citizens. It also uses specific fees and charges to place a larger share of the
cost onto just those people using specific services. With services ranging from our police, fIre
and library to roads, sewers and new development, is there criteria you would use to determine
how certain services should be funded? (Councilor Wylie)
3. The Budget Committee meets on Tuesdays in April and May, generally for a total of four and
five meetings. The meetings start at 5:30 or 6:00 and usually last three hours. There is
occasionally a mid-year meeting in December or January. Will you be able to meet the time
requirements of the Committee? (Councilor Simmons)
4. Describe some personal goals you wish to achieve by serving on the Springfield Budget
Committee. (Councilor Ralston)
5 . Your opinions may differ from other members of the Committee. How would you describe
your personal style- when working with groups or committees to reach a recommended budget
for the City Council to consider? (Councilor Leezer)
6. Any service organization must prioritize service levels within its organization to meet budget
realities. For the City of Springfield, do you see any potential areas where the Council should
consider increasing or decreasing the current level of services to meet what is currently
considered difficult economic times for our citizens and our organization? (Councilor
Pishioneri)

The Council discussed the questions and suggested giving the applicants the questions ahead of time.
Council discussed the applicant and her qualifications.
Mr. Everett noted the many accomplishments of Ms. Stole as Chair of the Friends of the Library.
Council consensus was to appoint Ms. Stole to the Budget Committee during the regular meeting.

The meeting was adjourned 6:57 p.m.
