Dear: Mr. Kaufman This letter is to confirm inspections of the civil, structural and mechanical work asso- ciated with the installation of the new river water pumping station at the International Paper Co. Springfield Mill were performed throughout construction and start up. Back Ground: Jacobs Engineering was retained by International Paper Co. to provide project management and engineering services for final design, permitting, construc- tion management, commissioning and start up of a new river water pump station and forced main to supply the mills process water needs. I assumed responsibility for the project as overall project manager, in March 2009 and was continuously involved in all aspects of the civil, structural and mechanical design throughout the project. Additionally I assumed responsibility for the process and mechanical engineering for the Air Burst System which cleans the river intake screens. . Civil I Structural engineering and detail design for the pumping station and forced main was completed by Gary Thornton PE, engineer of record for these portions of the project, under my direction. Civil I Structural engineering and detail design for the electrical sub station was com- pleted by C.C Peterson. PE for this portion of the project under may direction. The electrical design for the project was performed by International Paper Co., in house engineering staff. Construction: Greenberry Industrial was the general contractor responsible for all civil, structural and mechanical work on this project. Olsson Industrial Electric was responsible for all electrical and control work for this project. ___ International Paper retained the following firms for special inspection services. Professional'Se~ice Industries, Inc (PSI) performed inspections for soil compaction, concrete and reinforcing placement, CMU masonry installation, Structural steel erec- '. '" . Mr. Kaufmann Date March 1, 2010 Page 2 tion and field welding, and concrete testing as specified by the structural engineers of record. Geotechnical & Environmental Consultants (GRI) performed the pile design as a sub consultant to Gary Thornton PE. International Paper retained GRI to observe the pile driving as specified by Mr. Thornton. The 36" steel pipe crossing Kizer slough was shop fabricated in one piece at Green- berry Industrial's facility in Corvallis, Or. Ultrasonic inspection of the structural welds for this pipe was preformed at the shop by ACS Testing. Prior to shipping to the site the pipe was visually inspected and reports were reviewed by Gary Thornton & Bob Matzka. Construction on the project began immediately following permit issue by the City of Springfield. I was full time on the mill site serving as IP's project representative, pro- ject manager, and field engineer. My field office was located in the miil engineering department. As overall project manager: . · I review and approve all submittals of materials and shop fabrications from the contractors. " o Submittals for the structural work designed by Gary Thornton and C.C. Peterson, engineers of record for their portions of the work were for- warded to them for review and approval prior authorizing construction. , · I maintained daily interaction with all the contractors and sub contractors in- volved in the work, beginning with daily construction/safety meetings at 7:00 am each work day . I inspect the work in progress at each location where work was being per- formed at least once each day. o The daily inspections of the work include excavations, back fill, compac- tion, foundation preparation, form work, rebar installation, concrete placement, installation of post installed concrete anchors, steel erec- tion, welding, pipe installation, etc. Electrical inspections for the project were called for by the electrical contractor and were performed by the City of Springfield. International Paper, its representative, nor the civil mechanical contractor, for the du- ration of construction did not request the required civil, mechanical, or structural in- spections by the City of Springfield and none of these were performed by the City of Springfield for this project. However, through the above described activities I did ver- ify that: . 1) The construction completed on site complies with the engineer of record's structural design, as specified in the permitted plan documents, 2) The construction completed on site complies with 2007 Oregon Structural Specialty Code, 3) The mechanical installation completed on site complies with ihe engineer of record's mechanical design, as specified in the permitted plan documents, and . 4) The mechanical system on site .complies with the 2007 Oregon Mechanical Specialty Code. . <. Mr. Kaufmann Date March 1, 2010 Page 3 This was performed as part of my responsibility as project manager and International Paper Project Representative to insure the work was performed safely and is in ac- cordance with, codes, specifications and accepted industry construction practices.
