RESOLUTION NO. 10-14
A RESOLUTION REGARDING THE CITY OF SPRINGFIELD SPONSORING AN
APPLICATION ESTABLISHING AN ENTERPRISE ZONE
Whereas, the City of Springfield is sponsoring an application for designation of
an enterprise zone.
Whereas, the City of Springfield is interested in an enterprise zone to encourage
new business investment, job creation, higher incomes for local residents, greater
diversity of economic activity and the diversification of business for a resilient local
economy.
Whereas, the proposed Springfield Community Enterprise Zone has a total area
of about 11.5 square miles, it meets other statutory limitations on size and configuration,
and is depicted on the drawn-to-scale map (Exhibit A) and described in Exhibit B. The
proposed enterprise zone is wholly within the City of Springfield's city limits except those
portions of the city outside the areas outlined in red in Exhibit A.
Whereas, the proposed enterprise zone contains significant land that is reserved
for industrial use, as indicated by land use zoning categories mapped on Exhibit A with
the application and these are consistent with the Comprehensive Plan acknowledged by
the Land Conservation and Development Commission, such industrial sites are
accessible, serviced or serviceable, and otherwise ready for use and further
development.
Whereas, the designation of the Springfield Community Enterprise Zone does not
grant or imply permission to develop land within the Zone without complying with
prevailing zoning, regulatory and permitting processes and restrictions for applicable
jurisdictions; nor does it indicate any intent to modify those processes or restrictions,
except as otherwise in accordance with Comprehensive Plans.
Whereas, the City of Springfield appreciates the impacts that a designated
enterprise zone would have and the property tax exemptions that eligible business firms
might receive therein, as governed by Oregon Revised Statutes (ORS) Chapter 285C
and other provisions of Oregon Law.
Whereas, all of the other municipal corporations, school districts, special service
districts and so forth, other than the sponsoring City of Springfield government, that
receive operating revenue through the levying of ad valorem taxes on real and personal
property in any area of the proposed enterprise zone were sent notice and invited to a
public meeting regarding this proposal, in order for these sponsoring governments to
effectively consult with these other local taxing districts. Follow-up arrangements as
agreed to with these consultations will be completed with affected districts within six
months of the proposed enterprise zone's designation.
Whereas, The City of Springfield's past sponsorship of the Enterprise Zone has
led to several significant large investments and the development of several smaller firms
that have had a positive impact on the community's jobs, private business firms'
investments, and significant public infrastructure.

Now, therefore be it resolved that, The City of Springfield proposes and applies
for an Oregon enterprise zone to be named The Sprinqfield Community Enterprise Zone,
and requests that the director of the Oregon Business Development Department order
the designation of this enterprise zone.
Gino Grimaldi, City Manager is authorized to submit the City of Springfield's
enterprise zone application for the City of Springfield and to make any substantive or
technical change to the application materials, as necessary, after adoption of this
resolution.
The City of Springfield will give priority to the use in the proposed enterprise
zone, if designated, of any economic development or job training funds received from
the federal government, consistent with ORS 285C.065(3)(d).
The City of Springfield, upon designation, re-appoints the current local enterprise
zone manager.
The City of Springfield will comply with the requirements and provisions of
ORS 285C.1 05 and otherwise fulfill its duties under ORS 285C.050 to 285C.250.
The City of Springfield commits, within six months of designation, to implement
and to confirm for the department its fulfillment of such duties, as specified in OAR 123-
065-0210, including but not limited to preparation of a list or map of local lands and
buildings owned by the state or by municipal corporations within the enterprise zone that
are not being used or designated for a public purpose and that have appropriate land
use zoning, and to efforts for making such real property available for lease or purchase
by authorized business firms under ORS 285C.11 O.
ADOPTED by the Common Council of the City of Springfield this 29th day of
March ,2010.

ANNEXATION BOUNDARIES
The plat of "RIVER GLEN" as platted and med september 1, 1995 in File 75 at Slides 223-
227 in LANE COUNTY OREGON PLAT RECORDS was used as the BASIS OF BEARINGS
shown on the following descriptions. Bearings as shown in the description contained in
that certain Delayed Annexation to the City of Springfield as submitted to Lane County
Boundary Commission (Final Order No. 1043) and being appurtenant to said plat of
"RIVER GLEN" were rotated clockwise 000 34' 40" to match the bearings shown on said
plat.
The aforesaid annexation description for "RIVER GLEN" was prepared and filed prior to
the finalization of the plat boundary and does not exactly match said boundary. It is the
intent of this document (1) to eliminate any deficiencies in the lands that should have been
included in the previous annexation and (2) to annex areas that will be platted as "RIVER
GLEN FIRST ADDITION" and "RIVER GLEN SECOND ADDITION".
The legal description for the "RIVER GLEN FIRST ADDITION" annexation together with
