CITY OF SPRINGFIELD
RESOLUTION 10- ~
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD TO
AMEND RESOLUTION 09-02, RESOLUTION 09-40, AND RESOLUTION 09-41
EXTENDING THE EFFECTIVE DATE OF THESE RESOLUTIONS THROUGH
SEPTEMBER 1,2010, AND SETTING AN EFFECTIVE DATE
WHEREAS on January 20,2009, the Council adopted Resolution 09-02 providing for deferral of
the time of payment of certain fees and charges in order to stimulate and encourage the
development and redevelopment of single family or duplex housing starts and
WHEREAS on January 20,2009, the Council enacted Ordinances 6233 and 6234
implementing Resolution 09-04; and
WHEREAS, on October 19,2009, the Council adopted resolution 09-40, further extending the
deferrals of the time of payment and extending the expiration dates of Ordinances 6233 and
6234; and
WHEREAS, ON October 19,2009, the Council adopted Resolutions 90-41 and 09-42,
temporarily delaying the increase in the Transportation and Local Wastewater Collection
Systems Development Charges ("SDC"), as applied to one and two family residential
development, respectively, through and including March 19,2010; and
WHEREAS, the City Manager has provided information to the Council concerning the use,
potential issues and impact of the deferrals authorized by Ordinances 6233 and 6234 and
Resolution 09-02 and has recommended that the deferrals authorized therein be extended through
and including September 1, 2010; and
WHEREAS, this matter was brought forward for public hearing on March 15,2010; and
WHEREAS, the Council has considered the information and recommendation of the City
Manager and the testimony provided at the public hearing and does hereby find and determine
that continuation of the deferrals is in the public interest;
NOW THEREFORE BE IT RESOLVED, that the deferrals in time of payment, as provided in
Resolution 09-02, and the delays increases in certain SDCs as provided in Resolutions 09-40 and
09-41, are hereby extended to and through September 1,2010; and
BE IT FURTHER RESOLVED, the effective date of Ordinance 6233 and 6234 is extended
through and including September 1, 2010; and

BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by the
Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of ~
for and ~ against, this 15th day of March, 2010.
