RESOLUTION 10- 12
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD TO
AMEND RESOLUTION 09-41 AND RESOLUTION 09-42 EXTENDING THE
EFFECTIVE DATE OF THESE RESOLUTIONS THROUGH APRIL 30, 2010,
ADJUSTING TRANSPORT A TION SDC RATES AND LOCAL WASTEWATER SDC
RATES AS THEY AFFECT ONE AND TWO FAMILY RESIDENTIAL
DEVELOPMENT EFFECTIVE MAY 1, 2010, AND FURTHER ADJUSTING
TRANSPORTATION SDC RATES AND LOCAL WASTEWATER RATES AS THEY
AFFECT ONE AND TWO FAMILY RESIDENTIAL DEVELOPMENT EFFECTIVE
AUGUST 1,2010, AND FURTHER ADJUSTING TRANSPORTATION SDC RATES
AND LOCAL WASTEWATER RATES AS THEY AFFECT ONE AND TWO FAMILY
RESIDENTIAL DEVELOPMENT EFFECTIVE OCTOBER 1, 2010, AND FURTHER
ADJUSTING TRANSPORTATION SDC RATES AND LOCAL WASTEWATER RATES
AS THEY AFFECT ONE AND TWO FAMILY RESIDENTIAL DEVELOPMENT
EFFECTIVE JANUARY 1, 2011, AND SETTING AN EFFECTIVE DATE
WHEREAS, on October 19, 2009, the Council adopted resolutions 09-41 and 09-42,
temporarily delaying the increase in the Transportation and Local Wastewater Collection
Systems Development Charges ("SDC"), as applied to one and two family residential
development, respectively, through and including March 1,2010; and
WHEREAS, on March 1,2010, the Council adopted resolution 10-09, temporarily delaying the
increase in the Transportation and Local Wastewater Collection Systems Development Charges
("SDC"), as applied to one and two family residential development, respectively, through and
including March 19,2010; and
WHEREAS, on February 22,2010, the City Manager reviewed the impact of the delay in SDC
increases with the Council and presented facts and recommendations with respect to further
delays and to ultimate increases in SDCs to rates recommended by staff and the Citizens
Advisory Committee; and
WHEREAS, the Council conducted a public hearing on March 15, 2010, where citizens were
offered an opportunity to present testimony with respect to further delays in increases of SDCs;
and
WHEREAS, the ,Council has considered the information provided by the City Manager and the
testimony provided at the public hearing: and
WHEREAS, the Council, being fully informed in the premises, does determine that it is in the
public interest to increase SDCs to the rates recommended by staff and the citizens advisory
committee, and to accomplish that by phased increases;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE
CITY OF SPRINGFIELD, that the delays in increases in certain SDCs as provided in
Resolutions 09-40 and 09-41, are hereby extended to and through April 30, 2010; and
BE IT FURTHER RESOLVED, that as of May 1, 2010, and through July 31, 2010, the
Transportation SDC, as applied to one and two family residential development, shall be as
follows:
Reimbursement Fee: $ 29.21
Improvement Fee: $119.14
per trip end, for a total Transportation SDC of$148.35 per trip end; and
BE IT FURTHER RESOLVED, that as of August 1, 2010, through September 30,2010, the
Transportation SDC, as applied to one and two family residential development, shall be as
follows:
Reimbursement Fee: $ 36.35
Improvement Fee: $140.92
per trip end, for a total Transportation SDC of $177.27 per trip end; and
BE IT FURTHER RESOLVED, that as of October 1,2010, through December 31,2010, the
Transportation SDC, as applied to one and two family residential development, shall be as
follows:
Reimbursement Fee: $ 43.48
Improvement Fee: $162.71
per trip end, for a total Transportation SDC of $206.19 per trip end; and
BE IT FURTHER RESOLVED, that as of January 1, 2011, the Transportation SDC, as applied
to one and two family residential development, shall be as follows:
Reimbursement Fee: $50.62
Improvement Fee: $184.49
per trip end, for a total Transportation SDC of $235.11 per trip end; and
BE IT FURTHER RESOLVED, that as of May 1, 2010, and through July 31, 2010, the Local
Wastewater SDC, as applied to one and two family residential development, shall be as follows:
Reimbursement Fee: $ 53.84
Improvement Fee: $ 32.20
per drainage fixture unit, for a total Local Wastewater SDC of $86.04 per drainage fixture unit;
and
BE IT FURTHER RESOLVED, that as of August 1,2010, through September 30,2010, the
Local Wastewater SDC, as applied to one and two family residential development shall, be as
follows:

per drainage fixture unit, for a total Local Wastewater SDC of$121.05 per drainage fixture unit;
and
BE IT FURTHER RESOLVED, that as of October 1, 2010, through December 31, 2010, the
Local Wastewater SDC, as applied to one and two family residential development shall, be as
follows:
Reimbursement Fee: $103.53
Improvement Fee: $ 52.51
per drainage fixture unit, for a total Local Wastewater SDC of $156.04 per drainage fixture unit;
and
BE IT FURTHER RESOLVED, that as of January 1, 2011, the Local Wastewater SDC, as
applied to one and two family residential development shall, be as follows:
Reimbursement Fee: $128.38
Improvement Fee: $ 62.66
per drainage fixture unit, for a total Local Wastewater SDC of $191.04 per drainage fixture unit;
and
BE IT FURTHER RESOLVED, that this Resolution' shall take effect upon adoption by the
Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of _ 4_
for and _2_ against, this _15th day of _March ,2010.
