Residential. The Springfield Development Code permi ts. professional offices.
(a counselor is a permitted use) in any residential district upon Site Plan
approval (a staff review) after meeting Special Use Standards found in Section
16.100(11). Subsection (a)l. and 2. enumerate the "distance test". "The lots
are adjacent to CC (Community Commercial) or MRC (Major Retail Commercial)
Districts; and 2. 'The majority of the square footage of the structure on the
lot is not more than 100 feet from CC or MRC Districts."

This letter is to request Discretionary Use approval for the
property located at 452 Pioneer Parkway West, The single-family
dwelling is owned by my husband and myself and currently rented
as a residence,
I am a licensed professional counselor employed by Looking Glass
Counseling Center, The purpose of this Discretionary Use request
is to convert the use of this house to a professional counseling
office to house two full-time counselors serving children and
families of Springfield. This office may be rented to Looking
Glass Counseling Center. This property is conveniently located
at the corner of Pioneer Parkway West and "D" Street across from
the Springfield School District Administrative Headquarters,
Kids & Kin Head Start Administrative Headquarters is also located
nearby at 3rd and "B" Streets, Counseling requires frequent
consultation with both of these offices. The enclosed map
highlights these locations, as well as similar professional
offices in the vicinity including the Island Park Medical
Center, a dentist, a chiropractor, two small markets and a city
park,
