Proposed Use: Studio Apartment Dear Mr. Hastings, At your request, the Community Services DivisionlBuilding Safety conducted an inspection of the building at the above address. The purpose of the inspection was to determine the suitability of the building for the proposed use as indicated. Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code requirements. Corrective measures must be taken prior to occupancy to install, repair, replace or modify the following items in order for the building to conform to applicable safety codes: Building The laundry room you wish to convert to an efficiency dwelling unit does not meet the minimum 220 square foot requirement for an efficiency unit, or provide for a separate closet. Cooking facilities would require a 30 inch clear working space in front of the counter top. The existing bathroom was installed without plumbing permits and would have to meet current plumbing code standards. Electrical A separate electrical panel and service would be required for the laundry area that is available to all tenants. Building permits must be obtained for the above items which involve repairs or modifications to the structural, electrical, plumbing or mechanical systems of the building and for any addition or revisions you wish to make to the building. Planning Any time a business changes use or expands by less than 50 percent or 10,000 square feet, Minimum Development Standards (MDS) must be met. The following improvements need to be completed in order to meet MDS: I. All circulation and parking areas must be paved and striped with wheel stops or linear curbs installed for parking spaces abutting landscaping or structures {Ref. SDC 31.010(2)(a)}. A multi-family dwelling is required to have 1.5 parking spaces per dwelling unit. It may not be possible to meet that requirement at this site, however an attempt should be made to create as many as possible. 2. Trash receptacles and outdoor storage areas must be screened by a site obscuring fence. A slatted chain link fence is permitted. 3. A Minimum Development Standards application needs to be submitted to the city along with a plot plan showing the required improvements.
