Planning Notes:
1. Please provide 8.5xll" copy of the proposed site plan with the, application submittal.
2. Street trees suitable for planting beneath power lines will be r~quired along the entire
Marcola Road frontage of the property.
Additional comments not related to the completeness of t~e application:
. Show legal property lines and existing easements on all site pl~n sheets.
. A 7-foot wide Public Utility Easement may be required along tHe property frontage on
Marcola Road.
. Cross-access and cross-parking easements may be required between Tax Lots 100
and 700. '
. The proposed vegetative swale backsloping encroaches with the Marcola Road right-
of-way and will be subject to review and approval by the City. Ii
. It appears Tax Lot 200 is not a separate legal lot and therefore does not require an
irrevocable access easement. "
. The east vegetative swale is proposed across an existing Springfield Utility Board
right-of-way easement (#2002-069166).
. The building is proposed atop an existing Eugene Water and Electric Board easement
,
for underground power (#7933353). The easement will need to be released prior to
. I:'
approval of the Final Site Plan. '
. The proposed stormwater system overflow outfall to the gravel parking lot area will
be subject to review and approval by the City. .
. The 14-foot wide private access easement does not show up if) the title report or on
the submitted deed. Staff recommends releasing the access easement, if it exists.
· Proposed second driveway access will be subject to review and approval by the City.
. Vehicle barrier/gate to the lower gravel parking area will need to be equipped with a.
,.
Public Works lock. ,
. Existing overhead power line running north-south into Tax Lot 1:100 shall be depicted
on the site assessment plan. All electrical power and telecomrDunication lines for the
site will need to be relocated underground.
. Plan sheets CI-C3 are not plotted exactly to scale.

PW Notes:
1. Provide a T Public Utility Easement (PUE) along the street frontage.
2. Plans indicate a proposed water quality bioswale along the Ma~cola street frontage; a
portion of the swale is encroaching into the public right of :\.vay. Please revise
plans as necessary to relocate the proposed bioswale out ?f the public right of
way.
Additional comments not related to the completeness of th:~ application:
. Review and approval from EWEB is required as there is a watJr source intake located

in the vicinity of this project.
. Provide a level spreader at the storm outlet structure (in the graveled area) to
dissipate any overflows from stormwater runoff entering tl'1is system.
. Provide information pertinent to the swale cross section (minif)1um soil depth, type,
etc.) to ensure swales are constructed such. that water quality standards are met
and maximum infiltration rates are achieved. Consider pl~'cing notes on the plans
indicating how construction should occur so that infiltration rates are not
compromised. I ,

2. At the SE end of the site, the improvements of Hayden Bridge are missing.
3. Dimension Hayden Bridge's road and ROW width. Also, access easements for all lot '

each other and will need reciprocal access easements to function.),

Additional comments not related to the completeness of the application:
. As stated in the related DIM (ZON2009-00009), the site will likely be limited to one

onto this arterial. .
. The access point(s) should be aligned with either the road or driveway opposing it.
