1. The Springfield Utility Board Water Division Engineering Department has no objection
to the proposed tree felling.
2. Springfield has several wellhead protection areas. Nin~ty percent of Springfield's
drinking water comes from wells. In every instance, cJe shall be taken to prevent
groundwater contamination. Contractors/developers/o~ers shall be responsible for the
safe handling and storage of chemicals, petroleum prod~cts, fertilizers, and the

The proposed development is within the Springfield city limits and will receive water service
from the Springfield Utility Board (SUB). . II.
All new water system facilities and modifications to water Jstem facilities both inside and
adjacent to the proposed development shall be placed in street right-of-way at a location and
depth ofbwy that meets the standards of the SUB Water Di~sion. . .'
All water facility materials shall be to a standard that must jeet S~ WatertDivision
specifications.

WELLHEAD PROTECTION RESPONSE TO SITE PLAN REVIEW

The proposed school development is within the adopted Drinking W ~ter Protection Area. The property
lies within the 20_yearlwne-of-contribution combined to the Thurston Middle School, Platt 1, Platt 2, and
Thurston wells. The applicant stated that the site is "located in the unregulated Zone ,of Concentration,"
The 20-year/zone-of-contribution combined simply means that the entire recharge area is within a 20-year
TOTZ. The site is therefore regulated by the 10 - 20 year TOTZ Standards in Springfield Development
Codc (SDC) 3.3-235 D.
This area is highly susceptible to contamination from chemicals that may spill or leak onto the ground
surface. ,During both construction and'operations, any chemical spiUs or leaks must be cleaned up
immediately. All cleanup materials shall be disposed off-site and in ~ccordance with Lane County and
DEQ requirements. In every case, care shall be taken to prevent groundwater contan'rination.
Construction notes should mclude drinking water protection guidelines.
GENERAL CONSTRUCTION:
ContractorslDevelop,ers shall be responsible for the safe handling and storage of cheri1icals, petroleum
. products, and fertilizers, and the prevention of groundwater and storm wilter runoff contamination, All
chemicals should ,be placed in adequate secondary containment. '
Care shall be taken to prevent fluid-containin'g equipment located outside from leaking. A dedicated area
for fueling and maintenance of equipment should be provided. This 'area should be prepared and
maintained such that, in thc event of a leak or spill, no fluids will migrate into the soil or storm water
drainage system. . "
Care shall be taken to ensure that no chemicals used during construction enter the soil or be washed into
the storm water system. No paint or cleaning materials or wastes shall be allowed ,to enter the soils or
storm water system.
(
No fill materials containing hazardous materials shall be used on this site.

OPERATIONS:
The applicant proposes to install an emergency generator and fuel ~ in the service "court. A Drinking
Water Protection Overlay District application will be required. The application will need to include cut
sheeis for the generator and tank, and the facility h.a2ardous materials, management plan should address
spill prevention and response for the generator tank. The ~pplicant should contact me at 541-744-3745 to
discuss the debiils of the application requirements. .
Dumpster areas should be covered and contained to avoiq wastes from leaking into the soil or storm water
system. These containment plans need to be approved by the City of Springfield.
. Vehicle storage areas should be conslructed such that they prevent any leaks or spills'from entering the
soil or storm water ,drainage system, Runoff from parking areas should pass through.a system of catch
basins, oil/water separators, and bio-swales before entering the City's storm water drainage system. ,These
plans need to be approved by the City of Springfield.

Because storm water recharges the aquifer, SUB requests that wellhead protection signs be placed at the
parking lot, parent and bus drop-off areas, trash enclosure, and building entrance to alert employees and
others to thc importance of reporting and clcaning up any spills (sign.!standard attached). Please contact
