As discussed, enclosed are the following materials the supplement our request for a Development Issues
Meeting for the project referenced above: .
1. One (1) completed Development Issues Meeting form
2. One (1) check for $175 for the balance of the application fee
3. Fifteen (15) copies of the Q Street wellhead protection mapwith site plan overlay
The proposi'll is to construct a Fred Meyer retail fueling facility consisting of a 24- by 145-foot
(3,480-square-foot) canopy with an 8- by .14-foot (112-square-foot) cashier's kiosk. The facility will
provide five (5) multi-product dispensers for a total of 10 fueling positions. The facility will include
two underground storage tanks measuring 20,000 gallons and 18,000 gallons in size. The project will
operate for 24 hours/7 days a week and will be fully attended pursuant to Oregon State law, Please refer
to the enclosed plans for more detail.
The project is located inside a portion of the site that is mapped as a 1-5 year wellhead time of travel
zone (TOTZ). Because a portion of the property also lies within the 0-1 year TOTZ, we are seeking the
Director's consideration of a waiver from the more restrictive standards pursuant to Section 3.3-200 of the
Springfield Development Code. The project will provide secondary containment and an inspection
program pursuant to City requirements for a 1-5 year TOTZ, and will be state of the art in design.
The project will also bring parking below the required amount by approximately 42 stalls. Because this is
less than 20 percent of the total amount required, we are seeking the Director's consideration of a parking
reduction pursuant to Section 4-6.125.G.1 (a). We understand that a parking generation study will be
required for the Director's review..
Below are our five (5) questions for the Development Issues Meeting:
1. What specifically must Fred. Meyer submit to the City of Springfield and the Springfield Utility
Board to demonstrate the project's compliance with the wellhead protection rules?
2. What special conditions of approval for groundwater protection, construction, and monitoring
could the City require as part of a Director's waiver from the more restrictive standards for
wellhead protection?
3. Is the Fred Meyer store subject to the wellhead protection review even though the fuel center
is a separate project on another part of the site?
4. What is the scope of the required traffic impact analysis and parking generation study?
5. What process is available to request SDC reductions and/or credits?

PARKING FACILITY AGREEMENT
In consideration of the covenants set forth below, Fred Mever Stores , hereinafter referred to as
"Owner," and LANE TRANSIT DISTRICT, a Municipal Corporation of the Slate of Oregon, acting by
and through its Board of Directors, hereinafter referred to as "L TO," mutually agree to the use of
parking facilities on the premises at 650 "Q" Street, Springfield, Oregon, as described in "Exhibit A."
The terms and condiiions of use are:
1. TERM. The term of the lease shall be one (1) year and shall continue thereafter from year-to-year
until terminated by mutual agreement or by either party giving at least ninety (90) days' advance
notice (written) to the other party.
2. USE. Said property is to be used as a "Park & Ride" parking facility for the parking of passenger
vehicles by L TD's bus passengers and rideshare participants. The majority of use Is expected to
occur between the hours of 6:00 a,m. and 6:00 p.m., Monday through Friday, although parking may
. occur at any time during scheduled bus operating hours. L TO assumes responsibility for the
installation of Park & Ride signs and, if deemed necessary, signs prohibiting the parking of "for
sale" vehicles.
3. SECURITY. Owner has no duty under lhis Agreement to provide security for the vehicles parked
on the premises for "Park & Ride" purposes.
4. INDEMNITY. L TO agrees to indemnify and hold the Owner harmless from all liability on account of
personal Injury and property damage on or about said property directly caused by L TO's fault or
neglect. .
5. NOTICES. Notice to either party shall be deemed effective when delivered and receipted for In
person, or when mailed by registered or certified mail, retum receipt requested, with postage fully
prepaid, or delivered by express mall, addressed to the' .other party at the following. address.
