This application is for site plan approval of a replacement elementary scnool for Springfield Public Schools
to be located in the area now used for fields and play at the existing Maple Elementary School site. The
project includes construction of a new elementary school and its associated parking, walk systems, paved
and soft play areas and landscaping. Included in this packet is information regarding an alternate covered

Site Ownership:
As of this submission, Springfield Public Schools is the owner of the 9.4-acre parcel shown for
development in this site plan review application. Please refer to the updated preliminary title report
included with this application.
Easements: ,
Survey information indicates there are no easements on the property. A 1936 easement mentioned in the
Title Report was never recorded and the reference will be deleted from the report. The School district is in
the process of recoding a 7 feet wide utility easement along the property line at 21 st and J, Streets. A copy
is attached,
Phasing:
The project is designed to be done in three phases. Phase 1 will be a Grading Package that creates a
workable surface for the Phase 2 construction access drives, staging area and building pad. A Land
DeveloPrTlent andAlleration Plan (LDAP) will be submitted in advance of starting Phase 1. Phase 2 will
be the building and site package that will follow soon after the completion of the Phase 1 Grading
Package. Phase 3 will be a single story 4 classroom addition at the northeast corner of the building: It is
anticipated that it will be several years before Phase 3 building is submilled for permit. The requirements
for parking areas, stormwater management and all. utilities for this future phase are designed and included
with the Phase 2 package.

The site is within the City of Springfield's Urban Growth boundary and is zoned PLO, Schools are a
permilled "special use" category. The adjacent lots are privately owned residential properties. Per the
City Planner, Owner funded development of unapproved H Street will not be required since under SDC
4.2-105(G)(2)(d)(ii) the new school is not a new use and will not increase the number of trips.

Student Population:
There are currently about 350 students enrolled at Thurston Elementary School. .11 is anticipated that this
number will not change significantly with the construction of the replacement school. The'future phase
construction of 4 additional classrooms would allow the school to accommodate another 120 students.

Site Access / Transportation: Primary site access will be provided for bus drop using ail existing but
modified drive lane parallel to J Street. Just west of the lane will be a public parking lot loop.with a drop off
zone. Staff parking will be at the south of the site and entered off a new access point at the north end of
23'" Street. A new side walk is proposed along the east side of the north end of 23'" Street to complete
the existing sidewalk system all the way to the school. There will be pedestrian access to, the site from
.21" ,22"d, 23rd and J Streets. Refer to below for a discussion about 22"" and 23'" Streets. Students arrive
either by bus, walking or are dropped off by their parents. The number of students typically dropped off
versus walking are described in the Traffic Impact Study. An assessment of school zone,signage and
crossings along with the number and type of busses anticipated at the site is also include(j in the Traffic
Impact Study. The staff parking area of the north end of 23'" Street will have a gated entrY. The School
District will typically have this open during school hours. D~ring non-school times the District will open or
shut the gate depending on after hour activities and' site security considerations.

The submitted plans indicate a pedestrian access from the south property line to the end of 22'. Street.
This access might be eliminated if upgrades to 22"" Streets are required.
23'. Street:
On 23'" Street, the planned improvements include construction of a new 5 ft. curb-tight sidewalk along the
east side of 23rd north of Dubens Lane. There are six shrubs and three trees in the path of the proposed
sidewalk that will need to be removed. In addition, three driveways will be impacted and require
reconstruction to various degrees
With respect to utilities, one light pole will need to be relocated at the boundary between 23'" Street and
the Maple Elementary School property and other overhead cabling will need to be reviewed to determine if .
any relocation is necessary. It is anticipated the work at 23'. will be under a PIP
Off-Street Parking Facilities:
All off-street vehicle parking will conform to the standards listed in the Springfield Development Code
(SDC). 'The maximum number of parking spaces per the SCD is 2 spaces for each teaching station plus
1 space for each 100 sf of public indoor assembly space. In the full build out (including the 4 future
classrooms) there will be 24 teaching stations (48 parking spaces allowed) and about 7,940 square.feet of
public indoor assembly space (79 parking spaces allowed).

Total vehicle parking spaces provided: 81 spaces
Bicycle Parking:
Covered long and short term bicycle parking will be provided adjacent to the bus drop off just north of the
, main entry side. Additional uncovered bicycle parking will be provided south of the main entry. All bicycle
parking spaces will conform to the standards listed in SDC 4.6-140. Single loop bike racks will be
provided similar to the staple rack indicated in Figure 4.6'B. Each paired bike space at the rack is a
minimum of 4' x 6' and at the long term area will have a covering with a minimum 7' clear head room.
Areas'of covered bike shelter are indicated on the drawings. If funding allows the District would consider
but is not now committed to adding additional covered bike areas not now indicated on,drawings..
Bicycle Parking
Code Required: 350 students require 44 spaces with 11 of them long term and 33 short term.

Loading Areas:
The school function of the project does not require significant amounts of loading or unloading to occur
since products are not manufactured or sold at the site and the site does not appear to fall under the
loading requirements of Development Code 4.6-130 since it is not a commercial or industrial development. '
None-the-Iess the site will receive deliveries. These will' mostly be limited to office and educational
supplies and food products. 'For this purpose there is a'loading area at the screened service court.
Occasional and small front'office deliveries can also be made at the front area drop off zone.
Utility Infrastructure:
The project site is served by adequate public utilities. The project proposes to extend these utilities on the
project site, to provide adequate fire protection and utility services for the proposed school building. All
new utilities will be placed underground. Refer to the drawings included with this application for
, description and location of the proposed utility extensions.
Stormwater Management:
The site is designed so that all non roaflop impervious surfaces stormwater runoff will be pretreated
through drainage swales prior to being piped into the public stormwater system. Building rooflop run-off
will be captured by external downspouts that connect to the stormwater system. The site is served by an
existing stormwater line running along J and 21 ,j Streets. '

Floodplain:
The property is not in area of flood plain.
Wetlands:
The property is not in areas identified in the Springfield Local and, National Wetland Inventory Map.
Drinking Water Overlay District:
. The site is located in 5 to 10 year Time of Travel Zones (TOTZ). The proposed building is for educational
use. The project does not propose to store, handle or use materials which are listed as hazardous
materials except for those conditions exempt from regulation per SDC Section 3.3-200. The building is .
being planned to include rooftop mounted HVAC units. These units will be provided with spill pans that will
be piped to the sanitary sewer system. Landscape maintenance is handled by the School District. No
landscape maintenance materials, including fertilizers, are stored on site.
The proposed emergency generator will be located in the service court and be designed with double wall
type fueltank. If a leak occurs in the main fuel tank, a secondary tank with an audible and visual alarm
contains any leakage.
Fire Protection:
The school will be fully sprinklered. Location of the fire hydrants and fire department connection (FDC)
has been coordinated with the Fire Marshal. Fire truck access to the buildings is accomplished by a 20
foot wide access route along the east side of the building and a partial 20 foot wide lane along the west
side of the building. The west side lane will be entered at the west end of the bus drop off zone and will
have mountable curbs. It will end just south the covered play area and will have a hammer head with
mountable curbs in the. parent drop off area.' The route will be marked and designed to support 80,000
pound wheel loads. Per meetings with the Fire Marshall Aerial Fire Apparatus Access Roads will not be
required since the eaves of the school will be less than 30 feet in height.
Trees:
There are several existing trees on the site. A few will be removed, refer to attached Tree Felling
Application., Numerous additional trees will be added per the attached landscape plans.
, Irrigation:
The landscape will be a combination of irrigated shrub and lawn areas, and drought tolerant shrub and
seeded areas which will not be irrigated. The irrigated areas will have a fully automatic irrigation system
which conforms to the Springfield Public Schools irrigation standards. The ,non-irrigated areas are
designed to require no supplemental water once established. During the establishment period the schools'
maintenance staff will hand-water as needed. To aid watering, city-standard perforated pipe root watering
systems will be provided at non-irrigated trees, and additional mainlines and quick-couplers will be
provided as needed to hand-waler shrubs and trees. Hydro-seeding will occur at the start of the wet
season to ensure germination and establishment.
Fencing: '~
The perimeter of the site Will have a chain link fence. The fence will be 4 feet tall along 2~ 51 and J streets
and 6 'feet tall at the interior property lines. A detail of the fence is included in the landscape drawings.
Building Height:
In ihe PLO zone, "Special Use Standards for Elementary Schools' restrict the school to a"height not to
exceed 35.feet at mid-height of the roof. The maximum mid-roof height of the buildings are under 35 feet.
Screening:
The trash and recycling areas are located within the screened service courts. Rooftop m,?chanical units
will be screened from view.

A. Whether the conditionsofthe trees with respect to disease, hazardous or unsafe conditions, danger of
falling, proximity to existing structures or proposed construction, or interference with utility services or
pedestrian or vehicnlar traffic safety warrants the proposed felling. .
The seven (7) trees proposed/or removal that are Sinches dbh or greater are either directly within the path
of the proposed construction or are in such close proximity to the demolition of the existing building that
significant damage will be incurred by the root system of the tree as to make them hazardous trees. In
addition, several trees have been identified by a certified arborist as "in poor health" with a
recommendation for removal and replacement. There"are no. "street trees" currently within the ROW

The tree remavals will be performed under the supervision af an ISA certifiedarbarist and will be
consistent with State standards, Metro Plan policies and City ardinances and provisions affecting the
enviranmental quality of the area. Tree pratection notes, erosion control notes and specificatians will be
prepared as part of the cpnstruction document package for building permits and construction prior to. any
tree removal. Significant replanting of trees, shrubs, ground cover, and lawn is proposed for all of the
, designated landscape areas in the proposed Site Review Landscape Plan.

This Tree FellingApplication is being submitted in conjunction with a Site Review package requiredfar
this prapased project and atthis time no. development plan- has been approved by the City, see item 4
below.

on a limited basis consistent with the preservation of the site's future development potential as prescribed in
the Metro Plan and City development regulations, and consistent with the following criteria.

A Planting Plan has been prepared in conjunction with this Tree Felling Applicationfor Site Plan Review
submission and is included for reference with this application. Seventeen (17) new street trees are
proposed just outside of the ROW on J Street and 21" street. An additional 75 trees are proposed within
the site and near the new school.
F. Whether slash left on the property poses significant fire hazard or liability to the City.
All wood from the canopy, limbs and trunks of the trees proposedfor feeling will be removedfrom the site
at the same time the tree felling is performed.
G. Whether the felling is consistent with the guidelines specified in the ,Field Guide to Oregon Forestry
Practices Rules published by the State of Oregon, Department of Forestry, as they apply to the northwest
Oregon region.
All tree felling as proposed within this application will abide by the guidelines set forth in the Field Guide
to Oregon Forest Practices Rules as applicable to this site. .
H. Whether transportation of equipment to and equipment and tre~s from the site can be accomplished
without a major disturbance to nearby residents.
The site is easily accessible from both J-Street'and 21" street, providing efficient transportation of
equipment onto the site without disturbance of nearby residents. Work will be performed between daylight
hours of 7am and 5 pm. '
