E ':;F.>,'TE R 202 South 18th Street Springfi,eld, OR 97477':5240 Te! 541.726.2396 F~x 541,747.7348 www.subutit.::orn January 9. 2008 Steve Hopkins City of Springfield, 225 N, 5th Street Springfield, OR 97477 Dear Steve: SUBJECI': WELLHEAD PROTECTION RESPONSE TO SITE PLAN REVIEW #DRC2007,00075 SPRINGFIELD SCHOOL DISTRlCT/MAPLE ELEMENTARY 17,03-36-12 TL 100; 2109 "J" Street, The proposed school development is within the adopted Drinking Water Protection Area, Theproperty lies within the five-, ten-, and 20,year time-of,travel zones (TOTZs) to the Maia well and the lO-year time-of-trave1 zone to the 1611> & Q Street well, This area is highly susceptible to contamination from chemicals that may spill or leak onto the ground surface. During both constniction and operations, any chemical spills or leaks must .becleaned up immediately, ' All cleanup materials shall be disposed off,site and in accordance with Lane County and DEQ requirements, In every case, care shall be taken to prevent groundwater contamination, Construction notes should include these drinking water protection guidelines and the DNAPL prohibition, The use or storage of pro duets containing DNAPL chemicals will be prohibited at this site. (DNAPL and Exempt Lists attached.) , GENERAL CONSTRUCTION: DNAPL Prohibition: The contractor and all subcontractors are required to provide the owner's engineer with copies of MSDSs for all chemicals proposed for use on-site prior to use or delivery to the property, Based on,these MSDSs, the engineer will determine if the chemical is approved for use on this site (i,e" whether or not the product contains DNAPLs), The engineer may contact the SUB Water Quality Protection Coordinator (744'3745) with any questions about evaluating products for DNAPLs, A copy of the MSDS for all chemicals used on the project will remain on the job site as required by law, Chemical handling, storage, and use: Contractors/developers shall be responsible for the safe handling and storage of chemicals, petrolewn products, and fertilizers and the prevention of groundwater and stonn water runoff contamination, Chemicals used during construction, including paint and cleaning . materials/wastes, must not enter the soil or be washed into the stonn water system, All chemicals should be stored in adequate secondary containment. Equipment maintenance and fueling: Precautions must be taken to prevent fluid-containing equipment located outside from leaking, including providing a dedicated area for fueling and maintenance of equipment.
