Nature of Aoolication: The application requests approval to modify Springfield Planning Journal File
#97-01-0 I, an approved site plan for property at 2885 Olympic Street in Springfield. The parking layout
has been changed and additional paving has been constructed, Landscaped islands have been reshaped and
street tree locations have been revised.
Decision: Tentative Aooroval, with conditions, as of the date of this letter. Full compliance with all
applicable codes and ordinances requires revisions of the plans submitted, (see Conditions of Approval).
Other Uses That Mav Be Authorized Bv The Decision: None. Construction of an'" .J development
will be in accordance with the provisions of this Final Site Plan Modification, Springfield Development
Code and all applicable permit procedures. Uses allowed by the Springfield Development Code, but not
listed on the application, are not approved and may require additional site and building review procedures.
Site Information: New construction in accordance with Site Plan Approval Journal File #97-01-01 is
nearing completion at the previously developed property at 2885 Olympic Street, in Springfield.
Written Comments: Applications for Limited Land Use Decisions require the notification of property
owners/occupants within 300 feet of the subject property allowing for a 14 day comment period on the
application. No letters were received,
Criteria of Site Plan Ar,lI)roval,: Section 31.060- Site Plan Review Standards of the Springfield
Development Code states: "The Director shall approve, or approve with conditions, a Type II Site Plan
Application upon determining that criteria (I) through (4) of this section have been satisfied. If conditions
cannot reasonably be attached to satisfy the criteria, the Director shall deny the application." _
(I) COMPLIANCE WITH THE SUBMITTAL REQUIREMENTS OF SECTIONS 3.050
AND 31.050 OF THIS CODE.
The site plan modification application was accepted as complete on December 18, 1997 and
contained all information required for review. This decision is issued within the required 120
calendar day review period. ..
Finding of Facti: This criterion has been met because the applicant has complied with all
submittal requirements and the decision was issued witilin the required 120 days.

(2) PROPOSED ON-SITE AND OFF-SITE PUBLIC AND PRIVATE IMPROVEMENTS
ARE SUFFICIENT TO ACCOMMODATE THE PROPOSED DEVELOPMENT AS
SPECIFIED IN ARTICLES 31, 32, THE APPROPRIATE ZONING ANDIOR OVERLAY
DISTRICT ARTICLE AND ANY APPLICABLE REFINEMENT PLAN.
a. Conformance with Article 32 (Public and Private Improvements)
Storm Sewer. The modification plan proposes to add an additional 23,800 square feet of paving
to the site plan approved August 26,1997. The additional paving for access to required parking
and a static storage area. The 50 foot wide paved area depicted directly south of the new building
on the modification plan is designed and partially constructed to sheet flow south, away from the
building and across the gravel storage area. The previously approved storm water system is at a
location and depth that makes its use impractical. In accordance with SDC 32.110 the bioswale
design submitted for the east property line must be extended along the southern edge of the paving
and storage area, to the west property line,
Finding: The proposed bioswale at the east property line must be extended to the west property
line along the south edge of the storage area because the site plan modification proposes
approximately 23,800 square feet of additional paving that is not served by the approved storm
water system, Thefollowing Condition of Approval is appliedfor fUll compliance with this Code:
I) The Final Modification Plan must be revised to extend the bioswale design submitted to the
west property line to provide stormwater reduction and pre-treatment in accordance with SDC
32,110(4), as approved by the City Engineer,
b) Conformance with standards of SDC Article 31- Site Plan Review and Article 20-
Industrial Zoning Districts.
Parking, The modification plan proposes to relocate 34 required parking spaces to the paved area
south of the new building. The 50-foot wide paved area depicted on the modification plan is
partially constructed and currently appears to be approximately 30 feet wide. The parking area
must be designed and constructed to parking standards of SDC 31.170-.190 to accommodate the
proposed relocation of parking spaces prior to final occupancy. The spaces must be striped and
provided adequate back up distance from the building.
Finding: The paved area south of the new building must be constructed to standards ofSDC
Article 31 because the 34 spaces being relocated are required parking in accordance with SDC
20,070 and the previous site plan approval, Thefollowing Condition of Approval is appliedfor
fUll conformance with the provisions of this code:
2) Pursuant to SDC Article 31, the south parking area must provide striping and adequate back
up distance for the 34 required parking spaces being relocated The Final Modification Plan
must be revised accordingly,

(3) INVENTORIED NATURAL (INCLUDING REGULATED WETLANDS) AND
HISTORIC FEATURES OF THE SITE HAVE BEEN ADEQUATELY CONSIDERED IN
THE PROJECT DESIGN.

The site is defined as 2885 Olympic Street in Springfield, Oregon. The Well Head Protection
Areas Map indicates the development site is within,the five and ten year time of travel spheres
from a drinking water wellhead located north of Olympic Street. Drinking water is an inventoried
Statewide Planning GoalS natural resource. The development site is subject to wellhead
protection measures to protect groundwater in accordance with SDC 32.11 0(4). Wellhead
protection signs lI1at identify emergency phone numbers and the location of emergency spill clean
up kits must be posted at each employee entrance to the rear of the building to heighten awareness
and speed emergency response.
The Metro Plan, the Draft Natural Resources Special Study, the National Wetlands Inventory, the
draft Springfield Wetland Inventory Map, the and the list of Historic Landmark Sites have been
consulted. No other inventoried natural resources have been affected by the modifications. If any
artifacts are encountered during construction, there are state laws that could apply, ORS 97.740,
ORS 358.905, and ORS 390.235. If human remains are discovered during construction it is a
Class 'C' felony to proceed under ORS 97.740.
Finding: The proposed parking and storage area is located within a 5 year time of travel sphere
from a SUB drinking water wellhead and drinking water is an inventoried LCDC Goal 5 natural
resource. SDC 32. I I 0(4) gives staff the authority to protect groundwater quality, The following
Condition of Approval is appliedfor full compliance with the provisions of this code:
3) Wellhead protection signs must be posted at each employee entrance at the rear of the building
to heighten awareness and speed emergency response,
Finding of Fact 3: Staff finds this Criteria 3, as conditIoned, Is met because drinking water
resources have been afforded reasonable protection.
(4) PARKING AREAS AND INGRESS-EGRESS POINTS HAVE BEEN DESIGNED SO
AS TO FACILITATE TRAFFIC AND PEDESTRIAN SAFETY, TO A VOID
CONGESTION AND TO MINIMIZE CURB CUTS ON ARTERIAL OR COLLECTOR
STREETS AS SPECIFIED IN ARTICLES 31, 32, THE APPROPRIATE ZONING
ANDIOR ZONING OVERLAY DISTRICT ARTICLE AND ANY APPLICABLE
REFINEMENT PLAN.
The proposed relocation of parking spaces does not reduce the number of parking places below
the number required by code and does not affect internal circulation.
Finding of Fact 4: Traffic and pedestrian safety Is unaffected, therefor this criterion does not
apply.
What Needs To Be Done Bv The Aoolicant To Ohtain Final Site Plan Aooroval? Three copies ofa
Modified Final Site Plan in substantiaf conformity with application submittals and any additional required
plans or documents are requited within 90 days of the date of this letter showing compliance with SDC
Article 31 Criteria of Approval 1-4, as conditioned:
I) The Final Modification Plan must be revised to extend the submitted bioswale design to the
west property line to provide slormwater reduction and pre~tTea/ment in accordance with SDC

2) Pursuant to SDC Article 3 I. the south parking area must provide striping and adequate back

Anneal: If you wish to appeal this Type II Limited Land Use Site Plan ModifIcation decision, you must do
so within 10 davs ofthe date of this letter, Your appeal must be in accordance with SDC, Article IS,
Appeals. Appeals must be submitted on a City form with a fee ofS250.00, The fee will be returned to the
applicant if the Planning Commission approves the appeal application.
