Site Historv - A previous owner (Mitch Janisse) pulled a permit for a foundation
only on 10/26/2000, permit # 00-01488-01.
According to city records and GIS 2004 Photos a room was constructed
sometime between 10/26/00 and 2004 without proper permits.
The room is approximately 16' X 8' and was built to match existing building
. conditions, which included ceiling height.
The ~urrent owner Tom Fidrych bought the property Nov. 30th 2005.
In Nov. 2009 a permit was pulled and approved for the replacement ofthe
sanitary sewer from the structure to the property line.
An Electrical permit has been pulled by K&S Electric for the bedroom in
question.
Construction - The Room is approximately 8' wide X 16' long. 2 of the 4 walls.
were existing exterior walls. The nOlj:h and east walls are new. Floor joists are
wood 2" X 8"s running north to south in the 8' direction, they are 16" on center.
The north and East walls are 2" X 4" construction. The North wall has a
3'0" X 4'0" window with a slider. The sill is located 28" off of finished floor.

The East wall has a 2'0" X 4'0" window with a slider. The sill is located 46" off
of finished floor. Please refer to pictures on page 2 of document.
Cover plates were removed from electrical boxes to check for insulation and both
- the ceiling, walls and under floor are insulated.
Inside of room is finished with sheetrock on walls and ceiling.
East wall exterior has lap siding to match existing structure.
North wall exterior has T -Ill siding to match existing.
Rafters are 2" X 4" stick framed on 24" centers.
Roofing is 3-tab asphalt shingles.
The room currently has smoke detectors both inside the room and in the room
immediately adjacent. They are battery type, which matches the smoke detectors
in the rest of the house.

Hello Bill,
On 10/27/09 I went to 1148 I St to investigate a Building without permits, There was a
permit issued for a foundation only (00-01488-01) Talked with a friend of the new owner
and explained that there was building without permits on the back bedroom and that he
would be responsible to attain permits,

I found a room that was being used as a bedroom but does not meet the code requirement
for a bedroom '
I. Room has no building heat as per required in Oregon Residential Specialty Codes
(O.R.S.C.) R303.8
2. Ceiling Head height does not meet code as per (O.R.S.C.) R305, I, Note head
height in the room was 6 feet 8 inches for finished floor
3. Minimum size opening in a bedroom as per (O.R.S.C.) R310.Ll to be 5.7 square
feet, with opening minimum height to be 24 inches, and minimum opening width to be 20
inches
4, Verify construction building roof appears to be sagging and not sure if the room is
insulated,
5. At door in room next to bedroom their need to be a landing not more than 30
inches above grade,. (O.R.S.C) R311 A.3
6, There needs to be a smoke detector inside the bedroom and in the first room
outside the bed room, each smoke detector needs to be hard wired into the buOilding and
interconnected. (O.R.S.C.) R 313
The friend of the owner said that he would be coming into the city to get permits. I spoke
with Tom Fidrych by phone on 11/24/09 he said that he would be getting permits by
11/30 .
