Dear Mr. Perkins: On December 7, 1987, at the request of your tenant, Rocky Brown, the Springfield Building Safety Division conducted a Courtesy Inspection at the subject address. The inspection revealed several items of concern which do not meet the minimum requirements of the City Housing Code. The following items include but are not limited to substandard conditions that may exist at the property: Electrical The electrical. service on the east side of the structure consists of two fuses which blow frequently due to .demand overload.' The wiring which runs from this service and throughout the structure is inadequate 'for the electrical load connected to it, and shows signs of deterioration. Some of the electrical devices in the structure do not work, i.e. ,1 i vi ng room of unit #2. Other rooms in uni t #2 do not contain the minimum number of required lighting and power outlets. It is suspected that similar potentially hazardous conditions exist throughout the structure, including inadequate or inoperative heating sys tems . ,The building containing unit #4 also has a potentially hazardous electrical service entrance. The wires feeding the service are too low to the ground and are inadequate for the service: to this building. Plumbing The lavatory in the bathroom is not connected to the drain. The drain under the lavatory is open, exposing the occupants to potentially hazardous sewer gases. Veterans Realty December 15, 1987 Page 2 Corrective Action The following items shall be provided to correct the above' noted hazards and make the structures suitable for occupancy: 1. There shall be one electrical service entrance to each building. 2. Each service shall be accessible to the tenants for which the service supplies power. 3. The service equipment shall be weather-tight if installed in an exterior location. 4. Deteriorating and potentially hazardous wiring shall be replaced or repaired inside the structures. Lighting and power outlets shall meet the minimum standards of the Springfield Building Safety Code. 5. Adequate heat sources shall be installed in each unit. 6. The branch circuit wiring in each unit shall be adequate for the 1 oad requi red. 7. The lavatory drain shall be reconnected to the building drain with approved materials. Due to the potential hazards of the noted deficiencies, correction -of these items shall be completed and approved by this office within 30 days from the date of thi s 1 etter. If the items are not corrected and approved within this time, the City will seek 'compliance with the Building Safety Codes through legal recourse which may include Municipal court proceedings and/or initiate procedures necessary to cause the structures to be vacated. You should be aware that the current zoning of your property (Low Density Residential) does not allow multiple dwelling units on a single lot. We have concluded that your units probably were constructed prior to the City adoption of a zoning ordinance, therefore these units are considered pre-existing non-conforming uses of the land. Non-conforming uses are subject to Article 5 of the Springfield Development Code (attached). The sections of this Article which apply to you have been highlighted for your convenience. ..... .. . .
