OR 97477 Dear Mr. Pittman: I was pleased to be able to discuss with you and Gary Baker the Springfield Mall's interior business identification problems and to learn about the proposed overall Mall update/remodeling project. We agree that interior Mall businesses are faced with an identification problem when considering the two square foot directory board provisions currently permitted by the Sign Code. Recently, City Staff studied the various Integrated Shopping Sign District locations and found that the Springfield Mall is the only mall in Springfield that is located in the Major Retail Commercial (CMR) Zone. Springfield Mall is the only existing shopping center that has interior businesses and has no adjacent residential areas. Under the current Sign Code, the Mall is allowed one freestanding or roof shopping center sign with a maximum height of 30 feet and limited to 200 square feet per face (400 square feet for two or more faces). Each business with an exterior principal entrance may have one wa 11 sign no 1 arger than 3 square feet for each 1 i nea 1 foot of front building wall not to exceed a maximum of 350 square feet. We discussed the possibility of revising the Code to allow the identification of interior Mall businesses. We also discussed the fact that the existing non-conforming freestanding sign needs to be altered or replaced to conform with dimensions permitted for freestanding or roof sign currently allowed by the Code. 225 North 5th Street · Springfield, Oregon 97477 · 503/726-3700 . . SPRINGFIELD MALL December 5, 1985 Page 2 In light of the proposed Springfield Mall remodel and the City's objective of avoiding the cluttered appearance of too many or too large signs, we would like to see an overall signage proposal from you that would meet these basic guidelines: (1) Maximum sign height for Mall identification sign: 30 feet (2) Maximum square footage for Mall identification sign: 400 square feet (both faces). (3) Maximum height and square footage of either a separate sign to identify interior Mall businesses, or smaller directional signs at parking lot entrances to serve the same purpose: 30 feet in height and 400 square feet (total, all sign faces). When you have formulated a sign design proposal that meets these guidelines, get in touch with Sally Johnson in the Planning and Development Department, who will set up a meeting so we can review them together. I welcome the chance to work together to develop a sign concept for the Springfield Mall and any future major shopping centers that will properly identify individual businesses as well as present an attractive, positive image for the business community and the City as a whole.
