Comments from Lane County, Transportation Planning (TP)
The Subject property is located inside the City Limits of the City of Springfield. A
multi~use development involving 518 residential homes, professional offices, and
comn:)ercial facilities is being proposed on th~ subject property. Although it abuts
City streets only, the size and scale of development is substantial enough that
there),is significant impact on nearby County facilities. 28th/31st Street is one of..
the county facilities within a radius of 0,5 mile'ofthe development impacted by
the proposal. I

The subject property has frontage on the east side on 28th/31st,Street which
continues to north to become a County Road (31 st St) at the north edge of the

subjept property. The County portion Of the road is a two-lane, 20 foot wide
paveq road without usable shoulders. While the City section of 28th/31st Street is
fully irnproved with sidewalks and bike lane, the County section of the road is
unimproved, The traffic on each of the sections, however, is not,very different,
including bike and pedestrian traffic. An additional 5% of the total estimated trip
of 27,935 (or about 1,400 average daily trips) are expected to be added to 31s St
section in the full build-out year.

TP has reviewed the proposed phased 'improvements on the subject property. .
The County section of 28th/31st Street is left out of any improvements resulting in
a disc,ontinuity of bike and pedestrian access.'This is inconsistent with the City
development code, The City Code referenced, below requires providing'
conn~ctivity between residential areas and public, neighborhood activity centers.

SDC 5.1212-125 (F) parking areas and ingress-egress points have been
designed to facilitate vehicular traffic, bicycle and pedestrian safety to avoid
conge,stion; provide connectivity within the development area and to adjacent
residential areas, transit stops, neighborhood activity centers,. and commercial,
industrials and public area; minimize driveways on arterial and collector streets
as specified in this Code or other applicable regulations and comply with the
ODOTaccess management standards for State highways.

Lane County Transportation Planning has been raising this issue since the initial
County noticed of this development plan. TP had requested the City to include a
condition for the road improvement in the Master Plan. The City did not consider
TP' request for the condition in the Master Plan for we could not provide a Dolan
Proportionality Analysis in the short allowed time (a day). The County did not
have opportunity to fully participate in the project or to fully understand the scale
of this development. The County's facilities were not studied in the original Traffic
Impact Analysis until the last moment when TP was asked to review an
addendum with supplemental information about County's intersections. The bike
and pedestrian issues were not analyzed in the TIA at all..
Due to the lack of traffic information, it was not possible to quantify bike and
pedestrian usage and perform a Dolan rough proportion impact analysis as
requested at that time. Nevertheless, the nexus between the proposed .
development and 31st Street improvement is obvious due to the proximity to two
local schools. Considering the size, scale, and location of the proposed
development, it is reasonable to anticipate that traffic originating from the site will
impact the operating condition of 31st Street. TP would like to include a finding
into the record that the development proposal has significant impacts on 31st
Street operation. The nexus between the development and the road is
established in.the following findings:
(1) The County portion of the 28th / 31 st Street begins at the northerly edge of the
subject property. The first 600 feet of the road plays a vital role in connecting this
development with other local communities and local roads such as Yolanda Ave,
where two public'schools are located. The City of Springfield development code
SDC 501212-125(F) requires efficient connectivity between communities.
(2) There are two public schools on Yolanda Ave: Briggs Middle School and
Yolanda Elementa'ry School. Like other public schools, school children living
within 1 mile of schools are not bussed to school. They either walk, bike, or are
transported by parents.
(3) The subject property and the 518 new residential homes lie within the
threshold 1 mile non-bussing perimeter, More than 500 school age children are
estimated to reside in the village, Since the subject property is served by the two
schools without bus transportation, the children will probably reach the schools
by walking and biking,
(4) The shortest route to school is via 28th /31st Street. Many of the anticipated
500+ students will be using the substandard 31st Street, where bike and
sidewalks are nonexistent. In the present road condition, the students will be
competing with automobiles for space on the road. This is a serious safety issue.
We firmly believe that this safety analysis seamlessly translates into a Dolan
analysis finding. We are confidentthat the City and the developer will not
compromise the safety of the school kids and other road users. .\ -\ . ~J',

(5) Currently the property is not developed and not many bike and pedestrians
are attracted on this section, As soon as the subject property is developed with
commercial and residential uses, local 'economic, social, and recreational
activities will surge. The nearby residential community such as Yolanda Ave
residemts will be shopping and visiting the village. Many of them are likely to walk
or bike to get here. All the traffic, including the anticipated bike and pedestrian
surg~, on 31st Street is hence attributable to this development.
(6) The subject property abuts the EWEB bike path. This bike path is proposed
for irnprovement as a condition of the Master Plan. As the bike path terminates at
28th /:31st Street, bike enthusiasts are forced on to 28th/31st Street. Such .bike
users are likely to continue onto the County portion of the road due to relatively
low tr~ffic conditions, The development without 28th /31st Street improvement
raises safety concerns for these bikers.
(7) The County section of 28th/31st Street is within the Urban Growth Boundary of
the City of Springfield. To better serve the new development and effective code
enforcement, the City should annex the road and request for the surrender of
jurisdiction. This will facilitate to enforcement City codes and provide road
standkrds matching the City-section of 28th /31st Street.
While the County understands that improvement requests on 28th/31st Street may
be co'nsidered off-site improvements, the necessity for such an improvement has
been ,triggered solely by the development proposal. The County believes that the
impacts to this off-site facility are completely attributable to the development
propqsal. Therefore, based upon the above findings, Lane County Transportation
Planning requests the following conditions of approval:
1 The applicant shall improve 28th /31st Street as a continuation of improvements
proposed for the City section of the road up to Yolanda Ave. The improvement
shall include at the least a bike lane and sidewalk to the City's road standards on
the w!,!st sid!,! of the road, Should there be difficulty in accommodating the
requested improvements on the west side, the road shall be improved with a bike
lane, sidewalk on the east side with crosswalks to provide a safe connectivity to
Yolanda Ave.
2 Prior to final plat approval, a facility permit will be required for improving
28th/3'~st St with the County Road.
'!) :AII requirements of the facility permits shall be met and approved as
specified in the issued facility permit. Facility permit requirements can be found in
LC 15.200-210.

-b) Pursuant to LaneJ0aflual15,515, Drainag~ requirements, all storm water
run-off shall be handled ol1.site pnd not be permitted to drain into the County
right-qf-way. A storm water management plan showing the location stormwater
. treatment shall be included with the facility permit application.
