Comments from Lane County, Transportation Planning (TP)
The subject property is located inside the city limits of the City of Springfield. The subject property is
recently planned for a multi-use development consisting of 518 units of residential homes,
professional offices, and commercial facilities is being proposed on the subject property. Although it
abuts city streets only, the size and scale of development is substantial to impact on nearby county
facilities is likely. 28th/31st Street is one of the county facilities within a radius of 0.5 mile of the
development potentially impacted by the proposal.
28th/31st Street is city and county jurisdiction; 28th St continues north to become a County Road (31st
St) at the northe~st edge of the subject property. The County portion of the road is a two-lane, 20 foot
wide paved road without usable shoulders. While the City section of 28th/31st Street is fully improved
with sidewalks and bike lane, the County section of the road is unimproved. The traffic on each of the
sections, however, is not very different, including bike and pedestrian traffic.
TP requested the City requiring improvements on the County section of 28th/31st Street during the
Marcola Village master plan. TP continues to be concerned about intense development on Marcola
Village, particularly addition of pedestrian and bicycle traffic on the section of the road without
improvements.
We understand the proposed Church is going to be constructed on some of lots originally planned for
residential uses. It will require an amendment to the existing Marcola Village Master Plan. Unlike the
planned residential use, the church operation on the residential properties is expected to generate
high intensity traffic in the area. TP requests the City to include the County when scoping traffic
impact analysis, as required by Lane Code 15.697. '
