DRC2009-00032 International Paper Temporary Parking
The Transportation Division has reviewed the materials provided with the subject MDS
application. The required [mdings and conditions outlined below are provideq for your
implementation into the land use decision.

General
FindinQ': Approval of this proposal would allow an existing paved area at 4490 Main Street
(formerly Rexius Forest Products) to be used as a parking lot for over a 10-12 week period
starting September 15, 2009. The owner ofthe land is Peacehealth who will be.leasingthe land
to International Paper (lP) as a parking lot to shuttle workers to their site. There will be two
eight hour shifts of I 00 persons each. They are proposing to only use two access points on Main
Street.
Findinll: As stated in SDC 5.15-105, the Minlmum Development Standards (MDS) are intended
to support economic development by minimizing City review for minor additions or expansions
or changes while insuring compliance with, among other eleinents, transportation safety and
efficiency.
Transoortation System Imoacts
Finding: Abutting the subject site to the south, Main Street is a 65-foot wide paved roadway
within an 80 foot right of way. It is an arterial improved with curb, gutter, street side sidewalk,
and street lighting. It provides two motor vehicle lanes in each direction with a turning lane
between them. Average daily traffic along Main Street is estimated to be approximately 22,900
vehicle trips per day.
FindinQ': The site is expected to generate approximately 420 vehicles trips per day.

Finding: The submitted site plan provides approximately 213 parking places

Finding: The submitted site plan shows two existing 40 foot driveways whichiare approximately
180 feet apart. .
Finding: As conditioned above, existing and proposed transportation facilities >>,ouId be adequate
to accommodate additional trips that would be generated by the proposed development.

Findin!7: Installation of driveways on a street increases the number oftraffic conflict points. The
greater number of conflict points increases the probability of traffic crashes. SDC 4.2-120(A)(I)
stipulates that each parcel is entitled to "All developed lots/parcels shall have an approved access
provided.. .."
Findin!7: SDC 5.15-115 (B) requires the applicant to provide a copy of an Oregon Department of
Transportation (ODOT) Right-of-way Approach Permit to be submitted concurrently with the
MDS application, where applicable. "
Findin<!': ODOT staff is unable to process a Right-of-way Approach Permit irhhe time line
necessary'for the applicant, so they have substituted the approach permit with a miscellaneous
permit.
Reauired Condition: Prior to final approval, provide an approved ODOT,miscellaneous
permit for the Main Street access. ' .
Findin!7: SDC 4.2-120 (C) requires all driveways to be designed to allow for safe and efficient
vehicular ingress and egress as specified in Table 4.2-2, ~hich necessitates that driveway throats
be a minimum of 18 feet from the face of curb to the first stall. '
Finding: The submitted site plan shows a handicap parking stall at the very southwest comer of
the site which lies approximately 10 feet from the face of curb.
Reauired Condition: The final plot plan shall demonstrate compliance ",!ith SDC Table
4.2-2 by providing a minimum driveway throat depth of 18 feet by moving or removing
the most southwesterly parking stall on the site.
Finding;: SDC 4.2-115 requires that all off-street parking areas shall comply with the
dimensional standards shown in SDC 4.6-1. "
Findin!7: As stipulated by SDC 5.15-120 (D), "Parking and circulation areas shall be paved and

striped and wheel stops installed as specified in Sections 4.6-100 and 4.6-120."
Finding;: The submitted site plan does not show any wheel stops.
Finding;: As this site will be used only temporarily, it is the opinion of the Transportation
Engineering Planner that requiring the installation of wheel stops would be over, and that
striping would serve sufficiently to delineate the parking lot for the time needed.
Required Condition: The final plot plan shall demonstrate compliance llliith SDC 4.2-115
and shall show striping that confirms to SDC Table 4.6-1.

Findin,,: The westerly, driveway shows arrows of traffic flow such that, the exiting vehicles
would be leaving the site on the east half of the driveway and entering on the east half of said
driveway. This is opposite of standard driveway flow and would cause'confusion for drivers
utilizing the driveway. ..
Reauired Condition: The final plot plan shall reverse the direction ofthe arrows shown
on the western driveway so that vehicles will enter on the east half and exit on the west
half of said driveway.
