I understand that you've spoken with Jeff Cole, a broker representing a client proposing a tem'porary lease of the above-
referenced site owned by Peace Health, In the e-mail you sent him, and he forwarded to me, you stated that we would be
required to go through the Minimum Development Standards (MDS) process, I'd submit that neither MDS nor Site Plan

impervious surface area or building development - two of the criteria for MDS. And as noted above is not a change in use
. the former owners commonly stored heavy equipment, construction vehicles, etc. on-site for'limited Durations, so I don't
believe the triggers in SDC 5.15.110 for MDS would be metby the temporary use.

I'm hoping City staff will concur with my assessment that the temporary use need not go through the MDS process. I'd
like to discuss this with you further tomorrow (Thursday), I am available after lunch if you'd like to set a specific time to
