PUBLIC HEARING NOTICE, CITY OF SPRINGFIELD
PLANNING COMMISSION AND CITY COUNCIL
CASE NUMBER: LRP2009-00010
APPLICANT: City of Springfield
NATURE OF THE APPLICATION: Type IV Development Code Text Amendment. Various sections
of the Springfield Development Code that address stonnwater management regulations are proposed to
be amended to define and reference the adopted Slormwaler Management Plan for the city.
AUTHORIZED USES: The Springfield Development Code (SDC) is available for review in City Hall
or online at: htto:l/acode.us/cades/sorinl!field-develoomentJ.
APPLICABLE CRITERIA: In accordance with SDC 5.6-115, in reaching a decision on these actions,
the Planning Commission and City Council shall adopt findings which demonstrate confonnance to the
following: (A) The Metro Plan; (8) Applicable State statutes; and (C) Applicable State-wide Planning
Goals and Administrative Rules.
SUBJECT PROPERTY LOCATION: General text amendment affecting the area under Springfield
Planning jurisdiction (ie. existing city limits and areas within the Springfield urban growth boundary).
DATE, TIME, AND LOCATION OF THE HEARINGS: Planning Commission hearing will be held
October 6, 2009 at the hour of 7:00 p.m., and the City Council hearing will be held November 2, 2009 at
the hour of 7:00 p.m. All meetings to be conducted at Springfield City Hall Council Chambers, 225 Fifth
Street, Springfield, Oregon.
ADDITIONAL INFORMATION: The application, all documents and evidence submitted by or on
behalf of the applicant and the application criteria are available for inspection at City Hall at no cost and
will be provided at a reasonable cost. Seven days prior to the hearing a copy of the staff report will be
similarly available. The Planning Commission decision is advisory to the City Council, and the City
Council action will constitute the final decision on this proposal.

with SDC Section 5.2-100.
FAILURE TO RAISE ISSUE: Failure of an issue to be raised in at the hearing, in person or by letter,
or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to
respond to the issue precludes appeal to the Land Use Board of Appeals on that issue.
