This project takes place in the 2 - 5-year TOTZ, and the water table is 10 - 20 feet, so the following
recommendations for swale construction apply:
GSI recommends that the base of the swale include a constructed medium comprising a mixture of sand, native
soil, loam, and compost. The fraction of organic carbon (foc) in the constructed mediUm must be a minimum of
0.20, i.e., 40-50% organic matter. If the growing medium does not conform with this minimum foc requirement,
than the constnlcted medium would be placed in addition to the required growing medium.
The thickness of the constructed medium, including or in addition to the growing mediUm, at the base of the
swale shall be at least 12 inches in thickness.
The requirements from Springfield Public Works still apply. These recommendations are simply a
supplement to the City's standards. The applicant can contact me directly to discuss the
. recommendations further.
The following groundwater protection guidelines should be included in construction notes:
. Any chemical spills or leaks must be cleaned up immediately and clean-up materials disposed off-site
and in accordance with Lane County and DEQ requirements.
. DNAPL Prohibition: DNAPL chemicals are prohibited at this construction site (DNAPL and Exempt
Lists attached.) Th~ contractor and all subcontractors are required to provide the owner's engineer
with copies of MSDSs for all chemicals proposed for use on-site prior to use or delivery to the
property. Based on these MSDSs,. the engineer will determine if the chemical is approved for use on
this site (Le., whether or not the product contains DNAPLs). The engineer may contact the SUB Water
Quality Protection Coordinator (744-3745) with any questions about evaluating p.roducts for .
DNAPLs. A copy of the MSDS for all chemicals used on the project will remain on the job site as
required by law.
· Chemical handling, storage, and use: Contractors/developers shall be responsible for the safe handling
and storage of chemicals, petroleum products, and fertilizers and the prevention of groundwater and
storm water runoff contamination. Chemicals used during construction, including paint and cleaning
materials/wastes, must not enter the soil or be washed into the storm water system. All chemicals
should be stored in adequate secondary containment.
· Equipment maintenance and fueling: Precautions must be taken to prevent fluid-containing equipment
located outside from leaking, including providing a dedicated area for fueling and maintenance of
equipment. This area should be prepared and maintained in a way that prevents spills orleaks from
migrating to the soil or storm water drainage system.
