MEMORANDIJM City of Soringfield DATE: December 3, 2009 TO: Andy Limbird, Planner FROM: Clay10n McEachern, Civil Engineer SUBJECT: ZON2009-00024 L TD PEACEHEAL TH BALDY VIEW DW ACCESS The subject application concerns construction of a new driveway and improvement of an existing street to allow for a temporary bus route for the new EM-X line from the Riverbend campus to International Way. Applicant's Questions Regarding Public Works: I. L TD proposed use of swales with infiltration for stormwater. Is this satisfactory to the . City? Has the City ever considered use ofbio-slopes (ODOT BMP) for stormwater treatment and if so would that be an acceptable BMP application here? When infiltrating the water, other than DEQ injection well registration, what other permits would be required. (i.e. drinking water protection, landldrainage alteration permit)? This application will be subject to obtaining an LDAP for any portion of the project built outside of a PIP. The bio slope treatment method appears satisfactory. Current DEQ regulations stipulate that infiltration structures do not need to be registered if they are receiving treated runoff, and the bioslope facility appears to meet this requirement. This area is in the 5-10 year Time of Travel Zone for the Sports Way wellhead. A maintenance agreement will be necessary to ensure the effectiveness of treatment facility is maintained during its use. For this type of facility it .should state who is responsible for maintaining the vegetation that will be the primary treatment method. 2. The project is within the McKenzie River Floodplain. ~revious floodplain analysis by Peace Health indicates very little impact to the McKenzie River as a result of full buildout ofthe campus or even the urban growth boundary to current zoning standards. It is assumed construction of the roadway arid associated stormwater facilities would not be considered an impact to the floodplain. Would the City require a .Floodplain Overlay development permit application, giv.en that the proposal would not affect flood flows or the capacity ofthe floodplain. Please confirm. . This project is in zone AE with a base flood elevation of 435 and the latest elevation data available to the city shows this area at 436. It appears that this project will not be subject to the Floodplain Ordnance. However, this area is still within the.floodplain and the new road will need to have as little disturbance to the existing topography as possible. Date Received:_~~i Planner: AL 3. Baldy View Lane, in places is failing or failed. L TD plans to remediate the roadway for ride comfort ofthe EmX vehicle with a 2" overlay, but does not plan to structurally reinforce the roadway. Depending on the duration of Em X on this route it is possible the buses could further damage the structure ofthe road. L TD proposes to evaluate the road after it is no longer used for EmX service and rehabilitate at that time if required by the City. Is this proposal acceptable and what agreements, if any, need to be prepared between the agencies? Note a similar agreement will be reached between LTD and Peace Health for impacts to St Joseph Place east of Riverbend Drive. -Before operations on the temporary access road begin the city will evaluate conditions, this can be done in cooperation with LTD staff. Any ongoing maintenance needs for the temporary access road will be done by L TD while the roadway is being used for ErnX ~ervice, including drivability, drainage and stonnwater quality. 4. We understand that an amendment to the approved RiverBend MasterPlan is not required to accommodate the interim improvements proposed. Are there any other permits, land use approvals, or processes needed to accommodate this project (e.g., Public Improvement Plans), and if so, what specifically are the processes, costs and timelines that would be required? The temporary roadway (Si Josephs PlacelBaldy View) within the ROW will need to be constructed as a Public Improvement Project. This can be.an amendment to an existing PIP in progress. The city would prefer this be done as PIP to ensure that any construction within city owned property (ROW in this case) is to city standards as the city can be held responsible for future maintenance needs.
