Proposal:
Construct a driveway access to Baldy View Lane
Comments from Lane County Transoortation Plannina CTP\
The subject property is adjacent to Baldy View Lane, a city road. Baldy View Lane takes off
Deadmond's Ferry Road, which is under city jurisdiction up to the intersection where Baldy View Lane
intersects. Deadmond's Ferry Road east of the intersection is a County road functionally classified as
a Local Road. It is a paved, 2-lane, 20 feet wide road. The intersection of Deadmond's Ferry Road,
International Way, and Baldy View Lane has discontinuous pavement materials. The city roads have
concrete surface while County road approach is Asphalt Concrete.
Lane Transit District is proposing to improve Baldy View Lane approach as part of providing a
driveway access for EmX vehicles. The proposal includes widening the city road to 18 feet with
provision for a turnout. It is also proposed for providing a roadside swale with infiltration on the east
side near the county right of way.
The proposed EmX bus operation is likely to impact the intersection, in particular the county road
approach due to the existing discontinuous paving. If not addressed, the county road approach can
be weakened and eroded by the heavy vehicles. We would request the city that the proposed
improvement be extended to address pavement discontinuity issue at the intersection. Additionally,
the applicant should be aware that stormwater .flow on Baldy. View Lane must be managed within the
proposed swale ensuring that over flow is not directed towards the county right of way.
Any improvements at the intersection will be subject to the facility permit requirement of LC 15.205.
