ORDINANCE NO. 5685
AN ORDINANCE PERTAINING TO SIGN STANDARDS, AMENDING THE SPRINGFIELD
MUNICIPAL CODE BY REVISING, ADDING, AND DELETING PORTIONS OF CHAPTER IX, ARTICLE
7, SECTION 2 DEFINITIONS; SECTION 3, SUBSECTION (3) (A) PROJECTION AND
CLEARANCE; SUBSECTION (4) LOCATION AND SETBACKS; SECTION 7, SUBSECTION (11)
EXEMPT SIGNS; SECTION 8, SUBSECTION (10) PROHIBITED SIGNS; SECTION 9 APPEALS;
SECTION 14, SUBSECTION (1) SINGLE BUSINESS; SECTION 17, 1-5 MALL/SPORTS FACILITY
SIGN DISTRICT; SECTION 19, LIGHT-MEDIUM, SPECIAL HEAVY INDUSTRIAL AND HEAVY
INDUSTRIAL SIGN STANDARDS; SECTION 20, BILLBOARD DISTRICT; SECTION 21, PUBLIC
LAND AND OPEN SPACE DISTRICT; SECTION 22, SPECIAL LIGHT INDUSTRIAL DISTRICT;
AND, SECTION 23, SCHOOLS.
NOW, THEREFORE, THE CITY COUNCIL DOES ORDAIN AS FOLLOWS:

ADD TO DEFINITIONS
Stadium Signs. Signs located within a sports stadium or athletic
field which are intended for viewing primarily by persons within
the stadium.
AMEND IN DEFINITIONS
Wind Activated Signs. Any commercial advertisement flag, pennant,
balloon, spinner or blimp.

AMENDED SUBSECTION (3)(a) AND (4) AS FOLLOYS
(3) Projection and Clearance.
(a) General. All signs shall conform to the clearance and
projection requirements of this Section or as specified in
specific Sign District.
(4) Location and Setbacks. No Sign or sign structure shall be
installed within a public utility easement. No sign shall be
installed within a 5 foot setback from the property line. The
property line must set back a minimum of 15 feet from the curb in
order to be considered for an exemption from the 5 foot setback
from any property line. No sign shall be located within the 25
foot vision clearance triangle or located any closer than 10 feet
from any driveway. All signs shall be located entirely on private
property unless they are located in the downtown Sign District
where projection over the right of way is permitted with the
appropriate insurance requirements.
9-7 -4 AMEND SUBSECTION (4) AS FOLLOYS
(4) Banner, Blimp, Searchlight and Wind Activated Signs. One permit
for development area shall be permitted per calendar year. The
fee shall be $40.00. The banners shall be no larger than 60
square feet and be erected for a maximum of 10 days. A $100.00
security deposit is required when this permit is issued. If the
applicant fails to remove the banner, blimp,

searchlight, spinner, pennant or balloon by the date specified on
the permit, the deposit shall be forfeited. If a banner, blimp,
searchlight, spinner, pennant or balloon is erected without first
obtaining a permit, the fee shall be doubled. Banners erected by
the City for City sponsored events or Districts shall be exempt.
ADD TO EXEMPT SIGNS
Stadium Signs. Signs located within a sports stadium or
athletic field which are intended for viewing primarily by persons
within the stadium.
DELETE FROM EXEMPT SIGNS
Windblown Signs. All windblown signs, except banners and blimps,
shall be permitted when located in a Commercial or Industrial
District.
ADD TO PROHIBITED SIGNS.
No signs for which there are regulations in this code which are
primarily intended for viewing from the exterior of the property
shall be allowed to be attached to exterior fencing.
AMEND SECTION AS FOLLOVS
APPEALS. Modifications of Provisions and Variance applications
are available for those who wish to request additional size or
signage for a particular business. Depending on each request,
step one or two must be completed prior to City Council appeal.
If the applicant chooses to apply for a Modification to the Sign
Code, they may apply for a Modification of Provisions not to .
exceed 15% through the Development Services Department for a cost
of $200.00. This modification request will be reviewed, and a
decision reached by the Development Services Director.
The following criteria must be met in order for a modification to
be approved:
Locational and/or dimensional problems have been identified.
- The proposed adjustment will not cause any of the following
adverse affects on neighboring properties:
Creates a vision clearance hazard for pedestrians, motor
vehicles, or bicyclists.
Creates a hazard for fire prevention or fire suppression.
Public safety to be compromised.
The hardship is not self imposed.

(la) If the applicant is denied the Modification of Provisions request"
the applicant may appeal the decision to the Building Board of
Appeals for the cost of $150.00. The request will be reviewed by
the Board and a decision reached within 30 days of the application
date.

If the applicant's appeal to the Board of Appeals is denied, the
applicant may request an appeal to the City Council for the cost
of $100.00. The Councils decision is final.
If the applicant wishes to apply for a variance to be heard by the
Building Board of Appeals, the cost for this appeal is $300.00.
The variance request will be heard and a decision reached within
30 days from the date of application providing the application is
complete.
The following criteria must be met in order for a variance to be
approved:
- There are unusual conditions associated with the property or
structure.
- Granting of the variance would have no significant adverse
affects on the public welfare or neighboring properties.
- The need for a variance has not arisen solely from a previous
code violation and the hardship is not self imposed.
- There are no other practical alternatives available that better
meet the provisions of the Springfield Sign Code.
If the variance request is denied by the Building Board of
Appeals, the applicant may appeal their dec,ision to the City
Council for a cost of $100.00. The decision of the Council is
final.
AMEND SUBSECTION (1) AS FOLLOVS
COMMUNITY COMMERCIAL AND MAJOR RETAIL COMMERCIAL DISTRICT.
Single Business. Each business shall be permitted a maximum
number of 3 wall signs totaling 350 square feet for all faces.
AMEND SECTION AS FOLLOVS
1-5 HALL/SPORTS FACILITY SIGN DISTRICT. The 1-5 Mall/Sports
Facility Sign District is indicated on Map No.2. The following
combination of signs shall be permitted for this development area
because of its unique size and the lack of street frontage for
businesses and complexes located within the area.
Wall Signs. In addition to the free standing signs, the
development areas may have wall signs at each primary entrance.
The total allowable area for all such signs shall be 1,000 square
feet. No single sign shall exceed 400 square feet.

Free Standing Signs. Two free standing signs shall be permitted
for each development area greater than 20 acres. The sign closest
to 1-5 shall be limited to 700 square feet for one face and 1,400
square feet for two or more faces with a maximum height of 50 feet
above grade. The other free standing sign shall be limited to 400
square feet per face, or 800 square feet for 2 or more faces, with
a maximum height of 30 feet.
(a) One additional free standing sign will be permitted at each
vehicular entrance. Each sign will be limited to 25 square feet
for all faces with a maximum height of 20 feet.
Anchor Tenants/Stadiums. Anchor tenants/Stadiums with 50,000 or
more square feet of gross area shall be permitted a wall sign for
each principal face of the building. The maximum allowable sign
area per wall shall not exceed 200 square feet per building face.
Second Story Business. Each structure with a second story
business shall be permitted one wall sign that is a maximum of 12
square feet.

LIGHT-MEDIUM, SPECIAL HEAVY INDUSTRIAL AND HEAVY INDUSTRI/U. SIGN
STANDARDS
AMEND SUBSECTION (3) AS FOLLOYS
BILLBOARD DISTRICT.
Sign Fate Requirements. All billboards installed along 1-105 and
1-5 shall be a maximum of 12' x 48' (576 square feet total), or
10' x 30' (300 square feet total). Double Faced or one sided
billboards shall be considered as one sign and each side may not
exceed the allowable size as listed above.
AMEND SECTION AS FOLLOYS
PUBLIC LAND AND OPEN SPACE DISTRICT. One frees tanding sign shall
be permitted at each entrance and shall not exceed 32 square feet
for all faces. The total sign height shall be a maximum of 5 feet
above grade. In addition to the freestanding sign, two wall signs
shall be allowed not to exceed a total combined square footage of
40 square feet.
ADD NEY SECTION
SPECIAL LIGHT INDUSTRIAL DISTRICT. One freestanding monument sign
shall be permitted for each entrance to special light industrial
districts and at each entrance to approved business parks. The

below and shall be permitted in addition to signs allowed for
individual businesses.

Single Business. Each business shall be permitted a total of 2
wall signs not to exceed a maximum of 150 square feet for all
faces.
(2)
Freestanding Signs. Each development area shall be permitted one
freestanding sign. The total area permitted shall be 100 square
feet for one face and 200 square feet for two or more faces. The
maximum height for all freestanding signs shall be a total of 6
feet to the top of the sign.

ADD NEY SECTION
SCHOOLS. Every public, federal or State funded school shall be
allowed a maximum of 2 wall signs not to exceed a total combined
area of 80 square feet and one free standing sign not to exceed 40
square feet. Neon signage will not be allowed.
