ORDINANCE NO. 5652
AN ORDINANCE APPROVING THE METROPOLITAN INDUSTRIAL LANDS
SPECIAL STUDY INVENTORY AND POLICY RECOMMENDATIONS REPORTS,
ADOPTING GOVERNMENT-INITIATED AMENDMENTS TO THE METROPOLITAN
AREA GENERAL PLAN TEXT, AND ADOPTING A SERVERABILITY CLAUSE.
THE CITY OF SPRINGFIELD FINDS THAT:

1. The Metropolitan Industrial lands Special Study was initiated in
January, 1989, to answer some long-standing questions about the demand for
and supply of industrial sites in the Metropolitan Area and to update the
industrial lands portion of the Metropolitan Area General Plan.
2. The Metropolitan Industrial lands Special Study is composed of two
components. The inventory report includes a detailed description of the
Special Study's purpose, background and methodology, economic trends, commu-
nity objectives, and long-term industrial lands supply and demand. It pro-
vides information in support of the policy recommendations report. The poli-
cy recommendations report analyzes the policy framework for industrial land
allocations, evaluates the development potential of sites throughout the
metropolitan area, and includes a findings, conclusions and a series of im-
plementation strategies.
3. A citizen advisory committee known as the Special Studies Advisory
Committee reviewed and revised the Metropolitan Industrial lands Special
Study draft inventory and policy recommendations reports. They were the
subject of a joint public hearing before the Springfield, Lane County, and
Eugene Planning Commissions, review and revision by the Joint Planning Com-
mission Committee, ,further review by each of the three planning commissions,
and a joint public hearing before the governing bodies of Springfield, Lane
County, and Eugene.
4. The Eugene, Springfield, and lane County Planning Commissions rec-
ommended approval of the inventory and policy recommendations reports as
support material for implementation of the recommended Priority One and Pri-
ority Two Implementation Strategies in the policy recommendations report.
5. The Eugene, Springfield, and lane County Planning Commissions rec-
ommended adoption of four text amendments to the Metropolitan Area General
Plan, as shown in Exhibit B incorporated herein by reference. These four
amendments are included as Priority One Strategies 1a through ld in the poli-
cy recommendations report. The implementation strategies also include initi-
ation of Metropolitan Area General Plan diagram designation changes and zone
changes to resolve Plan/zone conflicts, initiation of amendments to the Met-
ropolitan Area General Plan and zoning maps based on recommendations in the
site evaluation matrices, and amendments to Eugene's 1-1 and 1-2 industrial
zoning district provisions. All but the four Metropolitan Area General Plan
text amendments will be the subject of further public hearings and may be
modified as a result of those hearings.

6. Notice was provided to the Land Conservation and Development Com-
mission on April I, 1992 concerning the proposed Metropolitan Area General
Plan text amendments.
7. Priority Two implementation strategies are subject to available
funding and, in some cases, further analysis or processing of related plans
or studies. They include courses of action intended to enhance the communi-
ty's industrial land inventory as appropriate when consistent with related
plans and studies.
8. The proposed government-initiated Metropolitan Area General Plan
text amendments are consistent with relevant Statewide Planning Goals and
applicable policies in the Metropolitan Area General Plan as shown in the
Findings set forth in Exhibit C, attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BASED ON THEABOVE FINDINGS, THE CITY OF SPRINGFIELD DOES ORDAIN AS
FOLLOWS:

Section 1. The findings set forth above and the findings contained in
Exhibit C attached hereto and incorporated herein by reference are adopted.
Section 2. The Metropolitan Industrial Lands Special Study Inventory
and Policy Recommendations reports, attached hereto as Exhibit A, Parts 1
through 5, and incorporated herein by reference, are approved.
Section 3. The text amendments to the Metropolitan Area General Plan as
set forth in Exhibit B attached hereto and incorporated herein by reference,
are adopted.
Section 4. Approval of the Metropolitan Industrial lands Special Study
Inventory and Policy Recommendations reports, including text amendments to
the Metropolitan Area General Plan, shall become effective only if they also
are approved by Lane County and the City of Springfield.
Section 5. If any section, subsection, sentence, clause, phrase, or
portion of this Ordinance is for any r,eason held invalid or unconstitutional
by any court of competent jurisdiction, that portion shall be deemed a sepa-
rate, distinct, and independent provision and that holding shall not affect
the validity of the remaining portions of this Ordinance.
ADOPTED by the Common Council of the City of Springfield this 21st day of September
1992, by a vote of 5 for and 0 against, -
