ORDINANCE NO. 5650 AN ORDINANCE PERTAINING TO ROOMING AND BOARDING HOUSE USE STANDARDS, AMENDING THE SPRINGFIELD DEVELOPMENT CODE BY REVISING SECTIONS 16.020(14) AND 16.100(14) AND DECLARING AN EMERGENCY. THE CITY COUNCIL OF THE CITY OF SPRINGFIELD FINDS THAT: 1 , The Springfield Development Code (SDC) was adopte'd by the Springfield City Council on May 5, 1986, and amendments thereto were subsequently adopted by Ordinance. 2. On September 2, 1992, the Springfield Plann1 ing Commission held a public hearing on this SDC amendment request (Jo. No. !;}2-08-163). The Springfield Planning Commission voted 3 to 2 to recommend approval of these amendments to City Council. , i: .. t'::li1'ct j/~' r'~:z: . 'I' I,,' !" 3. Findings in support of adoption of these amendments to the SDC are set forth in the Staff Report and the Recommendation to the Council (Jo. No. 92-08-163) incorporated herein by reference. . 4. Based on the above record and findings, the City Council concludes that the SDC amendments are consistent with the criteria of approval as set forth in the Staff Report and the Recommendation to the Council (Jo. No. 92-08-163) incorporated herein by reference. NOW, THEREFORE, THE CITY COUNCIL DOES ORDAIN AS FOLLOWS: Section 1: Section 16.020(14) is hereby amended as described below: 16.020 SCHEDULE OF USE CATEGORIES. (14) Transient accommodations (Section 16.100(14)) LDR MDR HDR (a) Bed and Breakfast facilities S* S* S* (b) Boardina and roomina houses - 1-2 bedrooms P* P* P* (c) Boardina and roomina houses - 3-5 bedrooms S* P* P* - more than 5 bedrooms' - P* P* - (d) Emergencv shelter homes S* S* S* (e) Youth hostels D* .Q..: . (a) Bed and Breakfast Facilities. ill Bed and Breakfast facilities shall be located in the Washburne Historic District or on a collector or arterial streets. Section 3: It is hereby found and declared that matters pertaining to the adoption of these amendments are matters affecting the public health, safety and welfare of the City of Springfield and that this ordinance shall, therefore, take effect immediately upon its passage by the Council and approval by the Mayor.
