ORDINANCE NO. 5642
AN ORDINANCE CONCERNING DAMAGE TO SHRUBS, TREES, AND PUBLICLY
OWNED SIGNS AND POLES IN PUBLIC PLACES, OFFERING A REWARD AND
AMENDING SUBSECTION (2) OF SECTION 5-14-7 OF THE SPRINGFIELD CODE
1965, AND DECLARING AN EMERGENCY.
THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
section 1: Subsection (2) ,of Section 5-14-7 of the
Springfield Code 1965 is amended to read as follows:
lilt shall be a violation of this Code for anyone without
authority from the city to do so, to abuse, destroy, or
mutilate any tree, shrub, or plant in a public place, or
publicly owned signs or poles, or to attach or place any
rope or wire, sign, poster, handbill, or other thing to
or upon any tree in a public place or publicly owned sign
or pole. The city of Springfield further hereby offers
a standing reward in the sum of $200 for information or
assistance leading to the arrest and conviction of anyone
guilty of a violation. The reward, however, shall not
apply to any City employee, nor any other officer of the
City, County or State who makes such arrest or furnishes
information or assistance in the discharge of their
official duties. If conflicting claims are made for any
reward offered by the City of Springfield under this
provision, the City shall be discharged from all
liability on paying such reward into the Municipal Court
which shall finally determine such claims."
Section 2: It is hereby determined that matters pertaining to
damage and destruction of trees or shrubs on public property, and
publicly owned signs and poles and offering a reward therefore is
a matter concerning the public health, safety and welfare and that
an emergency therefore exists and this Ordinance shall take effect
immediately upon its passage by the Council and approval by the
Mayor.
