ORDINANCE 5640 GENERAL
.
AN ORDINANCE CONCERNING HEALTH RELATED TRANSPORTATION
SERVICES IN THE CITY OF SPRINGFIELD, REPEALING CERTAIN SECTIONS
REGARDING INVALID OR WHEELCHAIR COACH LICENSES, AMENDING ARTICLE
22 "HEALTH RELATED TRANSPORTATION SERVICES" OF CHAPTER VIII
"BUSINESS" OF THE SPRINGFIELD CODE 1965, AND DECLARING AN
EMERGENCY.
Springfield City Council does ordain as follows:
section 1. section 8-22-1(3) of Article 22 Chapter VIII
is hereby repealed.
section 2. section 8-22-1(4) of Article 22 Chapter VIII is
hereby amended and renumbered to section 8-22-1(3) as follows:
"(3) Driver shall mean the person who drives a
first aid vehicle."
section 3. sections 8-22-1(5) (6) and (7) of Article 22
Chapter VIII are hereby renumbered to respectively Sections
8 - 22 -1 ( 4), ( 5), and ( 6) .
section 4. section 8-22-2 of Article 22 Chapter VIII is
hereby amended as follows:

"First Aid Vehicle Operators License Reauired.
No person shall engage in the operation of a
first aid vehicle without first Obtaining a
license therefore, annually, as hereinafter
provided."
section 5. section 8-22-3(c) of Article 22 Chapter VIII is
hereby amended as follows:
"(c) has been found by a duly licensed
physician, upon examination attested to on a form
provided by the health officer, to be physically
sound, eyesight corrected to at least 20/40 in
the better eye and free of physical defects or
diseases which might impair the ability to drive
or attend a first aid vehicle.
section 6. sections 8-22-5 and sections 8-22-6(2) of
Article 22 Chapter VIII are hereby repealed.
Section 7. section 8-22-6(1) of Article 22 Chapter VIII
is hereby renumbered to section 8-22-5.

section 8. section 8-22-7 of Article 22 Chapter VIII is
hereby renumbered to section 8-22-6 and amended to read as
follows:
"8-22-6 Fumiqation and Disinfectant-All Health
Related Transportation Services. A first aid

vehicle carrying a patient afflicted with a
contagious or infectious disease shall thereafter
be carefully and thoroughly fumigated and
disinfected under rules of the County Health
officials before being used for another patient."
section 9. sections 8-22-8, 8-22-9, and 8-22-10, of
Article 22 Chapter VIII are hereby renumbered to respectively
sections 8-22-7, 8-22-8, 8-22-9.
section 10. It is hereby found and determined that matters
pertaining to invalid or wheelchair coach licenses are matters
affecting the welfare of the City of Springfield, and that an
emergency is therefore found and declared to exist, and this
ordinance shall therefore take effect immediately upon its passage
by the Council and approval by the Mayor.
ADOPTED by the Common Council of the city of Springfield,
this 1st day of June , 1992 by a vote of 6
for and 0 against.
