No. 5623
AN ORDINANCE ADOPTING THE REPORT OF THE CITY ENGINEER FOR INSTALLATION OF PAVING,
CURBS AND GUTTERS, SIDEWALKS, STREET TREES, STORM DRAINAGE AND SANITARY SEWER
REHABILITATION TO SERVE KELLY BOULEVARD FROM "M" TO "N" STREET, AND VICINITY
(1-755) AND DECLARING AN EMERGENCY.
THE SPRINGFIELD CITY COUNCIL DOES ORDAIN AS FOLLOWS:
Section 1: The Springfield City Council on January 8, 1991, did initiate
construction of improvements on Kelly Boulevard, "M" to "N" Street and Vicinity
(1-755) including curbs and gutters, sidewalks, driveway aprons, street trees,
and storm drainage._
At the airection of the Council, the City Engineer filed his report with
the City Recorder ?n March 4 1992, and the report filed is hereby adopted.
Sect ion 2: Upon rece i pt of the above Engi neer' s Report, the Finance
Director gave notice informing all interested property owners benefitted by the
propos~d .i.mp.rgvement to appear before. the.Counc il in the City Counc il .Chambers,
City H.all, 225 North 5th Street, SpYillgfield, Oregon, at 7:30 p.nf. on April 6,
1992, to present their views for or against such project. The public hearing was
held and persons appeared and protested.
Section 3: The Finance Director is directed to advertise that bids will
be received for the construction of the above improvement project in accordance
with the City's general conditions and standard specifications and that the
project shall be awarded in the City Council Chambers of City Hall. The Council
reserves the right to reject any or all bids deemed unsatisfactory.
Sect {on 4: Whereas it is necessary that such improvement should be made
at once, the Council declares that an emergency exists and that this ordinance
shall be effective after its passage by the Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield this 6th day of
April, 1992, by a vote of -L for and ~ against.
Approved by the Mayor of the City of Springfield, Oregon, this 6th day of
April, 1992.
